NPAs Continue Terrorizing the People in Davao City

Malagos, Davao City – At least 14 individuals including civilians and CAFGUs were restrained against their free will by the New People’s Army in Barangay Tambobong, Baguio District, Davao City since December 23, 2012 until today.

There were 11 residents of Barangay Tambobong from different sitios were held captives and intimidated by the armed rebel group led by a certain Ka Bobby who continues to sow terror in the said district even during the yuletide season and while their ceasefire is supposed to be in effect. 

Based on reports coming from the residents, an estimated number of 140 NPAs stayed in the barangay to conduct recruitment, intimidation and kidnapping.

At around 5:30am on December 30, 2012, two CAFGU Active Auxiliary (CAA) members namely:  CAA Artemio Sitoy and CAA Romeo Bulod both residents of Sitio Mangas-As of said barangay were forcefully taken for interrogation and held captive for almost 12 hours. 

During interview, the victims narrated that the NPAs asked them for names of all the CAFGU members and civilian military supporters residing in the barangay to be coerced to cease from supporting the Philippine Army and the Philippine Government . 

The victims recounted that they were pinpointed by the new NPA recruits who are also residents of the place.

Another kidnapping incident perpetrated by the same group transpired last December 31, 2012 with victims identified as a certain Jun Lopez, Junjun Alonzo and Tata Pandian who are all civilians and residents of Sitio Luyan.

According to the victims, one of the residents of the same barangay believed to be a supporter of the rebel group told them that they have an issue to be settled with the NPA and they are accounted to answer some questions.

Alarmed and terrorized, the victims tried to evade the NPAs but were chances upon by the bandits while on their way to the neighboring sitio of said barangay. 

Their ordeal at the hands of the NPAs doing interrogation started at around 5:30 in the morning and finished at around 3:30 in the afternoon. 

According to the victims, the group is composed of around 70 armed men and women conducting medical mission-like activity at the sitio.

At around 4:00 in the afternoon of same day, another CAFGU identified as CAA Tony Pandian was also abducted and then freed by the rebel group after answering some questions. 

According to one of the civilian victims, CAA Pandian was told by Ka Bobby to leave the military service as CAA or his son would be taken by the NPA to join the armed revolution.

Some witnesses said that the group went to CAA Pandian’s house twice and that they were really ardent in talking to him.

Aside from the ensuing incidents of abduction in Barangay Tambobong, seven other residents kidnapped by the NPAs and coerced them to join the illegal armed group. Four of them were identified as a certain Toto Belarmiya, Adonis Belarmiya, Elmer Amad and Toto Duyan were all taken before the NPA Anniversary Celebration last December 26, 2012. All of them were residents of Sitio Laputan of said barangay.  

Last December 31, 2012, three more civilians were captured and were forced to join the NPAs identified as Boyet Duyan and Joel Espina of Upper Tambobong and Lower Luyan of the same barangay and a certain Junjun Ogao, not from  Barangay Tambobong but identified as the grandson of the late Datu Causing Ogao who was killed by the NPA last July 2012.

Another resident of  Barangay Tambobong named Boy Betil was also abducted by the NPAs last December 23, 2012 at Sitio Sayawan, Brgy. Salaysay, Marilog District, Davao City for suspicion of being a military informant. 

Some witnesses said the victim was tortured, immersed in Tuli River and believed to be still in the hands of the rebel group. Until now, no one knows the whereabouts of Boy Betil. 

The kidnapping incidents and the presence of the New People’s Army in Barangay Tambobong clearly prevented the observance and celebration of the community of the Yuletide Season and of the New Year. 

Most of the rebels stayed overnight at the residents houses even they were not welcomed by the local populace. 

Some of the families even left their houses and evacuated at nearby sitios and barangay because they were frightened of the presence of the NPA at their houses. Several residents opted not to go home for the celebration of New Year with their families upon knowing the presence of the rebel group.

“We see how inhumane the NPAs are. They do not abide in their self proclaimed ceasefire, they do not stand with the peace truce that they have with the government – in which they have even asked for its extension – and worse, they did not let the people celebrate New Year. They intimidated and threatened the people not minding what the occasion is. They had been violating CARHRIHL and the Suspension of Military Operation. I would like to call on everybody specially the government officials to condemn such monstrous acts of the New People’s Army and to help the people of Barangay Tambobong.” said by LTC Nigos, Commanding Officer of 84IB.

On another development, GPH Panel Chairman Alex Padilla, through panel member Ednar Dayanghirang, confirmed that the NDFP shortened the bilateral ceasefire to 02 January 2013 (yesterday) instead of 15 January 2013 as it announced the allege AFP violation of the ceasefire and insinuated that NPA may launch Tactical offensives. 

It may be noted that the NDFP earlier declared that they consider AFP's "Civil-Mil Operations" and "peace and development" activities as "offensive military operations". 

Lumads in Paquibato evacuate after NPA threat

MALAGOS, Davao City – At least 17 families of a lumad tribe in Marilog District, this city, were evacuated after receiving threats from New People’s Army allegedly eyeing the tribe’s village as the site for the forthcoming anniversary of the Communist Party of the Philippines (CPP) next month.

Datu Tresio Lumuyok, tribal chieftain of Matigsalog tribe, said residents have abandoned their houses in Purok 26, Sitio Alon, Brgy. Malabog and seek refuge in Brgy. Marilog since November 6. He led his people in search for a safe place after Leoncio Pitao, head of NPAs operating in the hinterlands of Paquibato, threatened and forced them to take part in rallies and demonstrations in protest to the presence of government troops in the area. He added that residents were suspected as military informants scouting the whereabouts of the notorious group after several encounters transpired in the area.

“Pitao said that we are feeding information to soldiers about their presence and that we betrayed their group. Because of that we are scared of going back to our village”, said one of the evacuees, who requested not to be identified for security reasons.

According to Lumuyok, Pitao is planning to make their village the venue for the 44^th year of CPP on December 27.

Datu Buaya Ansaud welcomes the evacuees in his village in Sitio Malikongkong as Davao City Social Services and Development Office had been providing for their needs in cooperation with 84^th Infantry Battalion.

“We see how the NPAs jeopardize the safety of these families who are living peacefully in the area”, said Lt. Col. Edgar Nigos, commander of 84^th IB.

He said that the incident is a wake-up call for everybody to denounce the presence of the rebels in the area instead of the military. “It is our mandate to protect the people and not to harm them. That’s why we would like to encourage everyone specially the government leaders to condemn the presence of the NPAs so that we can all live peacefully”, he said.

“ARMY gives early Christmas gifts to Community Harassed by NPAs”

MACO, Compostela Valley Province – Army’s 71IB and other NGOs conducted stress debriefing and medical and dental mission at Barangay Calabcab, Maco, Compostela Valley today.

 

A stress debriefing was initiated through the collaboration of Kiwanis Club of Tagum, Therma Marine Incorporated Aboitiz Group of Company, Local Government of Maco and 71st Infantry Battalion. Series of activities were conducted to assess the adverse effects of the violent attack of NPA to the Barangay and to help the residents, especially children, to cope up from the traumatic incident that they have experienced. Pre-Christmas presents to include toys and slippers were given to 101 kids in said community. They had also a free Jollibee meal during their lunch.

 

On the other hand, there were also free medical and dental services wherein 191 residents benefitted. 43 residents availed of free cleaning and tooth extraction while 148 others had their free medical consultation/check-up and subsequently was given appropriate medicines.

 

Col Jerry Borja, 71IB Commander said, “These activity will not be successful if there was no cooperation between the stakeholders. We are also thankful that the Barangay Council of Calabcab gave their full support in this activity and realized the importance of cooperation to have peace and development in their Barangay.”

 

Meanwhile, the restoration to the damaged Barangay Hall, Health Center and Day Care Center in Brgy. Calabcab, Maco, Comval was started weeks after the attack of 60 members of the New People’s Army on October 18 wounding six soldiers and two civilians.

 

The Army’s Peace and Development Team in coordination with LGU Maco is currently re-building the Barangay Hall and the houses damaged after a grenade that was thrown by NPAs exploded.

 

A Peaceful Life Taken Away by Own Comrades

Mati City, Davao Oriental – Ruperto C Cadungog was a great father to his seven children and a loving husband to his wife. He works hard as security personnel only to make both ends meet and provide a decent life for his family. But on Sunday, in front of his pleading relatives, he was killed for one reason that government authorities’ confirmed, he was a former commander of the rebel group New People’s Army who has returned to the fold of law for a new lease in life.

 

Cadungog, known by his former cohorts as Toper, was shot to death 7:45 p.m. at his own residence in Sitio Fairview, Brgy. Central, Mati City, Davao Oriental. Being witnessed by his relatives, this brutal execution sowed fear and, inevitably, trauma preventing them to cooperate and give details to police authorities. After the incident, his kin immediately rushed him to Camillus Hospital but was declared dead due to multiple gunshot wounds.

 

 “This is a manifestation of the barbaric nature of the CPP/NPA as anti-peace and anti-development”, said Lt. Col. Lyndon Paniza, spokesperson of Army’s 10^th Infantry Division who affirmed that NPA’s execution to former members were set to avert possible rebel returnees and may result to surrender feelers. He ensured though that security measures will be undertaken to prevent similar incident.

 

“As President Aquino forged the Peace Agreement yesterday between the GPH-MILF, the CPP, through its Organized Armed Group NPA, is continually sowing terror to peace loving citizens especially those of their comrades who decided to peacefully live a normal life”, Paniza said.

 

Last year, Cadungog surrendered to government troops and was living peacefully working as  security staff at the City Engineers’ Office of Mati City who was accorded with said job by Mayor Michelle Rabat in order to aid him in support to his children who are all at school.

 

Now, his wife is unsure where to start the new life her husband had once tried to create for them. She has no idea how she will support her seven children who may no longer go back to school. She may be clueless of what will happen to them next, but one thing she is sure of, their dreams are now scattered because of his husbands’ once affiliation to notorious NPAs caused him his life.

 

Mayor Rabat, however, has pledged to continually support Cadungog family.

 

As Paniza have said, “NPAs are desperate because of its diminishing force that is why they now resort to threatening their own members and capitalizing recruiting minors.

Youth Leadership Summit in Banaybanay

Banaybanay, Davao Oriental- About 187 young leaders from 14 Brangays of Banaybanay, joined the Youth Leadership Summit (YLS) in municipality of Banaybanay on 20-24, September 2012 at Parish Center Banaybanay, Davao Oriental.

 

Dubbed with the theme “Barug Kabataan, Makighiusa para sa Kalinaw og Kalambuan,” the four-day Summit has a main goal to win the peace through inter-agency collaboration.  

 

The YLS Banaybanay was organized by 28^th Infantry Battalion under Ltc Francisco Lorenzo Jr with the support coming from the Provincial and Local Government Unit (LGU), Sangguniang Kabataan (SK) Federation of Banaybanay and participation from various government agencies, civic and religious groups.

 

Other graduates of the YLS, now members of Youth for Peace coming from municipalities of San Isidro and Lupon of Davao Oriental were united and came together for the YLS Banaybanay to act as “Ates and Kuyas” (Mentors) during the summit.

 

The YLS is a character-based leadership for the youth that intends to inculcate among the youth the virtues of patriotism, awareness against drug addiction, awareness on threat situation and deeper environmental concerns.

 

According to 1^st Lt Montelibano, the YLS Exercise Director and Civil Military Operation of 28IB, the YLS was packed with team building activities, physical fitness, spiritual  nourishment, pro-environment activities and highlighted with their evening socials were in the officers of Youth for Peace Movement (YFPM) Banaybanay Chapter where inducted. Sangguniang Bayan member Hon Lemuel Ian Larcia and Hon Flores M Alingalan was able to impart their success youth leader story.

 

The youth were group into barangays to create their Action Plan was presented to the SB member Lemuel Ian Larcia and Flores M Alingalan, together with Barangay officials in 12 Barangays in Banaybanay, Davao Oriental.

 

“Their Action Plan will be their guide in implementing their programs prioritizing the immediate needs,” said Ltc Lorenzo.

More help for Pantukan Victims

As President Noynoy Aquino extends his condolences to the families of victims in the massive landslide in Barangay King-king, Pantukan, Compostela Valley Province, joint efforts both from the national and local government and stakeholders became evident.

In a press conference on Monday, April 25, 2011, National Defense Secretary Voltaire T Gazmin , Department of Environment and Natural Resources (DENR) Secretary Ramon Paje, ComVal Province Governor Arturo Uy, Pantukan Mayor Celso Sarenas, Commander of Eastern Mindanao Command Lt Gen Artur Tabaquero, 10th Infantry Division Commander MGen Jorge Segovia and 1001st Brigade Commander Col Roberto Domines converge to talk about the recent updates in the retrieval operations and the forced evacuation.

According to Sec. Paje, they were sent by the president to personally verify the situation in the area.

“The president wants to know on how to comprehensively handle the situation”, Paje added. He made sure that the residents will be relocated to ensure their safety especially after the discovery of a 70-meter fissure that could possibly result to another tragedy if rainfalls continue.

Governor Arturo Uy elucidates that he will impose no habitation in the area for the other portion of the mountain may collapse anytime.

“We will continue in searching for the other missing persons. We will not stop unless we find all the victims who might have been buried in mud”, Mayor Celso Sarenas said.

Lt Gen Tabaquero said that they will continue their efforts in assisting the agencies to continue the search and retrieval operations. “Until you need our help, we will help”, he assured.

Sec. Gazmin was pleased with the cooperation among agencies both from the national and local government. “All agencies were involved in helping together for this mission and not just the concerned agencies”, he added.

Locals flooded the area as they also want to extend help in the search and retrieval operations. Although this would hasten the operation, the local government forcibly wants them to evacuate immediately for their own safety.
Meanwhile, MGen Jorge Segovia said that insurgency has been a detriment for the small-scale miners forcing them to rely in mining despite danger just to alleviate their living. He also added that insurgency is formed in mining thru extortion which has been affecting the miners.

“There are NPA units in Pantukan of which three barangays were affected already by them”, Segovia said who was also present in the conference. He added that they will determine this to properly address the matter.

“We will strengthen our Peace and Development Outreach Program to this area as part of our program in winning peace”, he ended.

NPA post ceasefire attack on civilian authority in Baguio District, Davao City

Malagos District, Davao City - More than 30 NPA rebels ransacked the house of a Brgy. Captain yesterday, February 22, 2011, at about 3:45 in the afternoon in Baguio District, Davao City.

Police investigation disclosed that Baranggay Captain Alfredo B. Austral of Purok 4, Brgy Carmen, Baguio District was not in his house for he was attending a seminar when the armed rebels, led by a certain a.k.a Bobby, went inside and stole one 12 gauge shotgun issued by the City Government (Davao) to Barangay Captains and forcibly took a cell phone battery from Australs’ son who was there with his siblings during the rummage.

The Barangay Captains’ children who were present in their house were terrified by the rebels’ threats and intimidation.

Lt Col Gabriel C Viray, Commander of the 84th IB, calls the peace loving people to condone the terror acts of the NPA’s against civilians. “Let’s join hands in condemning the rebel NPA’s cowardly act of terrorizing local officials who are not supportive to them”, he said. “Let’s challenge the KARAPATAN to denounce NPA’s human rights violations”, he added.

Terrorizing the people is an act of cowardice involving the innocent civilians who supports the governments’ peace effort and now denies the useless cause of the CPP/NPA. Including the five civilian victims of “Maco Massacre”, on February 13, 2011, they are all victims of the CPP/NPA’s terroristic acts.

The troops from the 84th Infantry Battalion based in Malagos District, Davao City, responded to the incident by deploying soldiers in the area for public security operations.

NPA’s Abduct Non Combatants, Stage Highway Robberies

Camp Panacan, Davao City- Simultaneous highways robbery and abduction incidents happened early this morning eight days before the resumption of formal peace talks between the government and the CPP/NPA/NDF in Oslo, Norway on February 15, 2011.

The New People’s Army staged highway robbery and abductions at 5:30 this morning, February 7, 2011, in four different areas in Southern Mindanao. These areas were in Sto. Nino, Bansalan; Astorga, Sta. Cruz, both in Davao del Sur; Brgy. Marapat, Compostela, Compostela Valley Province and in Buddha Highway going to Bukidnon.

The armed group robbed one calibre .45 pistol from PO1 Edwin Antipuesto of Philippine National Police (PNP) Magsaysay, Davao del Sur at 5:30 this morning. Based on reports he was onboard a vehicle going to his office when the armed group flagged the vehicle he was riding.

While the calibre .45 pistol of P01 Ace Villapaz who was onboard of a passenger van going to Davao City was also robbed by the armed group clad in black fatigue uniforms. Undetermined numbers of NPA from SECOM 51 Command also blocked the road in Sta Cruz, Davao del Sur Highway and help up a Weena Bus and the passenger van where Villapaz is onboard. Villapaz, from the Regional Monitoring Group 11 (RMG11), was about to report to his station after a week end vacation.

Meanwhile, two military soldiers were abducted. An army trooper driving his motorcycle while on a weekend vacation was flagged down by 30 NPA members who escaped in an elf truck with the victim in Monkayo Comval Province.

A Retired Army soldier was also abducted along Buddha Highway, going to Bukidnon, at around 6:00 am yesterday, February 6, 2011.

LTC JOSHUA SANTIAGO, Spokesperson of 10ID said, “These incidents are clear demonstrations of CPP/NPA’s deceptive nature which is a clear violation of CARHRIHL. The two soldiers are non combatants when they were abducted. We therefore challenge the human rights advocates to look into and act on these violations.”

“The irrational behaviour of the communist terrorists only shows their criminal tendencies and may be seen as acts of desperation. Clearly, they gain nothing from these stunts”, LTC SANTIAGO added.

Pinagtibay pa ito ng lima (5) sa 43 na nahuli sa pamamagitan ng boluntaryong paglagda sa affidavits na nagpapatunay na sila ay bahagi ng armadong pwersa ng teroristang NPA.

SA LAHAT ng mga “makakaliwang elemento” na ito, ang pinaka-organisado, brutal at well finance ay ang maoistang CPP-NPA-NDF. Nakalatag sa mga estratehikong sector ang kanilang mga sectoral at multi-sectoral front organizations. Ang kanilang goons (NPA) ay may kakayahang maglunsad ng kahit anumang-karahasan sa lahat ng oras.

ANG MALAKING pinagtatakahan ko ngayon ay ang “timing” ng mga pangyayari. Sabi ko nga kanina, ang pagpasok nila sa Administrasyong P-Noy ay pinagmulan ng pagka-dismaya ng nakakarami, sa loob at labas ng Gobyerno. Pero noong nag-umpisang lumutang na ang mga usapin hinggil sa infiltration ng mga makakaliwang ito in the key government positions bigla namang umiba ang senaryo sa opinyon publiko.

Naganap ang sunod-sunod na mga brutal kidnappings/carnappings. Nabunyag ang pagbili ni P-Noy ng Porsche. Binomba ang isang bus sa EDSA kung saan lima (5) ang patay at 15 ang sugatan. Sumabog ang “paba-on scandal” sangkot ang mga matataas na opisyal ng militar. Tumaas ang flag-down rate sa taxi ganun din ang presyo ng petroleum products at mga toll gate fees sa SLEX at NLEX.

Natabunan ng mga ‘headlines’ ang usapin hinggil sa pag-posisyon ng mga kaliwete sa Pamahalaan!

Ang tanong: meron bang sistematikong ‘smoke screening’ activity ang mga MAKAKALIWANG PWERSA para sa mas malaki pa nilang maniobra? O sadyang nagka-timing lamang ang mga kaganapan batay sa mas malawak na desenyo ng mga maoistang-terorista sa pag-agaw ng pampulitikang kapangyarihan?

Notorious bandit-turned-NPA leader and followers apprehended in Sarangani

Soldiers belonging to the Army’s peace and development team (PDT) apprehended a notorious bandit-turned-NPA leader and his four followers in Sarangani Province on Tuesday morning, December 14, 2010.

Arrested by PDT members of 73rd Infantry Battalion, 10th Infantry Division, Philippine Army were Toning Mungkil, a.k.a. “Kumander Monkey”. Mungkil, the leader of the “Yunit Milisya” (YUMIL) of the NPA Platoon Mazda under Guerilla Front 71, is wanted for cattle rustling, frustrated murder and other criminal cased and his four companions identified as Joel Mungkil, a.k.a. Joe; Benito Balbino, a.k.a. Ben; Ricky Mungkil, a.k.a. Muril; and Anthony Salway, a.k.a. Gusting.

Responding to the information about the presence of the wanted suspect, Lieutenant B-Jay Ursua led the PDT in serving the arrest against Mungkil. Despite of the resistance offered by the rebels, members of the arresting team maneuvered to vantage positions forcing the suspects to surrender. Recovered from the group of “Kumander Monkey” were two rifles (one M16 and one Garand). No one was wounded or injured on the government side.

The communists in Sarangani Province continue to lose its strength and influence with the series of surrender and arrest of many of its NPA members. The peace and development outreach program of the 73rd Infantry Battalion succeeded on getting the support and cooperation of the local residents from whom the NPA previously sourced its food and logistics.

The suspects thereafter were turned over to the PNP for proper disposition.

Maoist terrorist’s “United Front” at play!

“LUMANG TUGTUGIN!” Obviously visible now is the protective mantle thrown by Maoist terrorists’ legal and sectoral front organizations on the 43 NPA personalities cum medical workers arrested in Morong, Rizal, last week.

The cortège of sectoral front organizations, all under BAYAN, are drumming up and stirring the front pages of media black propaganda with their cohorts in media vigorously at work. All these are designed to put the government and its judicial processes under serious threat.

Expected are the actions of Karapatan whose avowed mission is to protect the rights (sic!) of Maoist terrorists personalities arrested by government security forces or killed during encounters. The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist is fully aware of the pompous milieu of highly questionable and suspect actions expediently thrown by these self-righteous sectoral Maoist terrorist CPP-NPA-NDF organizations to rescue the so-called “Morong 43” our of detention. Again, the sets of pre-planned mass actions, e.g. black propaganda, mass actions in the streets and other government institutions and facilities, and insidious moves against government personalities and functionaries, are tailored-cut to destroy government.

ANAD Partylist strongly points out the following:

a) Using the Commission on Human Rights (CHR) to gain entry into the Camp Capinpin, in Tanay, Rizal. ANAD is aware of the fact that when CHR chair Leila de Lima entered Camp Capinpin this week, she was accompanied by a retinue number of media personalities. Quite a number of these so-called mediamen, were fake as they were known to ANAD as active operators of the National United Front Commission (NUFC) of Maoist terrorist CPP-NPA-NDF. Yet, when Ms. Lima was told by the soldiers, manning the entry gates, that they should undergo strict identity check, after the military found earlier that media organizations were used by the Maoist terrorists legal and sectoral front organizations to gain entry, to the camp to pass to and gain information on the detainees’ situations and conditions, her response to the guard was – “Pagusapan natin yan mamaya {We’ll discuss it later).” This is highly questionable and suspect! This is plain and unequivocal act of exerting the authority of her office and completely disregarding the policies and security measures imposed inside the military camp. What inappropriate statement from a Head of a government office, especially one who is sworn to uphold justice, fairness, and the rule of law in our country, did she make!

For fairness, we would like to ask this question: Was Ms. de Lima aware that she was with a group of impostors? If the answer is NO, then she should not have protested and arrogantly forced her way inside the camp after the soldiers, manning the entry gate, explained these things to her.

b) Many, if not all, of those arrested were identified members of the NPA operating in the areas of Southern Luzon, Bicol, Central, and even from Mindanao. Indeed it was one of the biggest single arrests ever made by the security forces of the state. Admittedly, some of those arrested has acknowledged that they are members of the New Peoples Army in their respective areas, and pointed to other personalities in the group as also NPA members but chose to be silent about it with the hope that the United Front effort will spring them out of detention.

Why are the groups Karapatan, Bayan, even Satur Ocampo ( a known Maoist terrorist pseudo Partylist personality but chose to be silent about his membership in the terrorist organization) persistent in using constitutional provisions, bill of rights of individuals, and other legal remedies available; yet insists on their silence regarding the membership of these personalities in the NPA as mentioned by Valentino Paulino a.k.a. Ka Beloy, one of those arrested, admitted being a member of the NPA in Bulacan, and chose to return to the folds of the law; and PNP Inspector Rex Cuntapay’s positive identification of Linda Otañez and Pearl Irene Martinez (among those arrested) as one of those in the NPA group that held him captive for 83 days after his group was ambushed in Barangay Mabacud, Rodriguez, Rizal last January 3, 2009. These are only a few of the revelations that some of the “Morong 43” made. Yet, the statements of Karapatan, Bayan, National Union of People’s Lawyers, even Satur Ocampo does not bear any reaction or clarification to the statements of Ka Beloy and Inspector Cuntapay! This is blatant deception that is the usual “flavor of the month” of Maoist terrorist personalities. Too obvious is the fact that they always resort to use and exploit all legal remedies afforded by the constitution and international conventions on human rights made available by the government that they themselves abhor and seek to destroy.

c) Insisting on the rights of those arrested yet silent and has done nothing to uphold the rights of innocent Filipinos mercilessly murdered, extorted money, harassed, intimidated by their comrades in the Maoist terrorist NPA. While CHR Chairperson Leila de Lima’s sworn duty is to ensure that all people’s human rights are upheld and protected, the truth has revealed the opposite. CHR Chair de Lima immediately springs into action to check on allegations hurled by Maoist terrorist sectoral front and pseudo Partylist organizations against government agencies, especially security forces. Yet, she has not moved a finger on reports of NPA atrocities, e.g. murders, extortions, intimidations, and harassments, which have been noticed and received by her office.

One must not disregard the rule of law and the equal protection guaranteed by our Constitutions, and international conventions. ANAD strongly supports the move to let the wheels of justice and the rule of law turn along its due course.
The cries and protestations made by Maoist terrorist legal front and sectoral organizations must not lord over the wheels of justice and rule of law. Government must perform its constitutionally mandated task, and must not give way to the machinations and manipulations orchestrated by the organizations of doom and venom whose ultimate result would be to sow anarchy, in this country.
Finally, ANAD Partylist call on CHR Chair Lila de Lima, to fairly enforce her office’s mandate and should not allow, willfully or otherwise, any individual or organization to use the Commission on Human Rights to their benefit and gains.

ANAD BATS FOR THE STRENGTHENING OF CRIMINAL JUSTICE SYSTEM

Davao City – ANAD Partylist bats for the strengthening of the criminal justice system in Davao City and elsewhere as a way to curb extra-judicial killings.

“The four main pillars of our criminal justice system must be made to function properly in relation to each other and the community at large if we have to stop some people from taking the law into their hands,” said ANAD Partylist-Mindanao Coordinator and Spokesman Arthur Tariman.

The four pillars of the criminal justice system are the law enforcement, the prosecution, the judiciary and the penology.

“For the state or any of its subdivisions to encourage, if not to sponsor, summary killings to arrest growing criminality in its midst is unthinkable, uncivilized, undemocratic and inhuman,” added Tariman.

In making our criminal justice system works, according to Tariman, we follow the principle of making the offenders pay for their crimes while allowing him a chance to reform and to reintegrate into the mainstream of the society.

“We follow the pattern of ‘from cradle to court’ and not ‘from cradle to grave,” Tariman pointed out, adding that ANAD Partylist supports the “rule of law” first and always as a way to achieve lasting, authentic and sustainable peace.

This explains ANAD’s call for an honest-to-goodness enforcement of laws to have order and ultimately peace in our society.

“There is no order in lawlessness. If there is no order at home or in the community, then there is no peace at all,” commented Tariman, saying that “peace is not just the temporary absence of direct or physical violence but also the absence of social and cultural violence. One commits violence if he discriminates against the poor and the members of the cultural minority.”

The Dirty Harry tactic of using terror against terror to achieve peace is only a temporary solution. It does not address the root causes of criminality and insurgency but rather perpetuates the subjective condition resulting to a never ending vicious cycle of injustices and violence.

ANAD BACKS GONZALES’ CALL FOR POLITICAL ACTION VS CPP-NPA-NDF

Davao City – The Alliance for Nationalism and Democracy (ANAD) Partylist in Mindanao supports the call of Defense Secretary Norberto Gonzales for the government to shift from military to political action in order to finish off the country’s communist insurgency.

ANAD has been advocating increased political action and reduced military presence in NPA-infested areas, with local government officials playing the lead role.

“Instead of merely sitting in the backseat, local officials should instead be asked to take the lead role as the communist insurgency problem is not military but political in nature,” ANAD Partylist Mindanao Spokesman Arthur Tariman stressed.

According to Tariman, the four component responses of the government’s National Internal Security Plan (NISP) includes Political/Legal/Diplomatic that seeks to tap the full cooperation of LGUs and civil society to promote good governance and citizen’s participation in the implementation of the plan. It also highlights the legal and diplomatic responses to insurgency; develops and propagates the democratic tenets to confront communist ideology; and prescribe the political offensives necessary to deal with the insurgent party and its mass organizations.

The other three component responses are Information, Socio-Economic/Psycho-Social, and Peace and Order/Security. The component responses are customized, need-based, site-specific, and strategy-driven actions to address a particular threat.
Military action is only part of the Peace and Order/Security component response that also includes law enforcement.

The Political Offensive under the enhanced NISP seeks a political solution to insurgency and applies the rule of law at all times. It also tries to correct the notion that insurgency can be solved by the military solution alone, by increasing the role of the civilian sector and the civilian agencies of government.

The political offensive will also focus on a national campaign that will be founded on a rejection of all forms of armed rebellion and the promotion of culture of peace.

“Overcoming insurgency is not within the core competence of any single government entity because it requires a highly coordinated and integrated multi-disciplinary approach. Alone and by itself, the Armed Forces of the Philippines (AFP) cannot defeat the intricate web of communist insurgency,” Tariman pointed out.

This is the rationale behind ANAD’s counter-insurgency legislative agenda, to wit:
•Categorical designation of the CPP-NPA-NDF as a terrorist organization;
•Designation of the Department of Interior and Local Government (DILG) as lead agency in the counter-agency campaign;
•Reorganization of the government information bureaucracy with the abolition of the Philippine Information Agency (PIA) and in its stead, established a cabinet-level Public Information Department that would spearhead the Strategic Communication Offensive as prescribed under the enhanced NISP.

Ocampo et. al. should bare themselves out and must show their sincerity

“THEY MUST show to the Filipino people their true colors, so to speak,” said ANAD Partylist Rep. Jun Alcover as he challenged all Maoist terrorist pseudo politicians, seeking elective positions during the 2010 elections, to call on their Maoist terrorist comrades in the New Peoples Army to immediately cease and desist from committing anti-people and anti-Filipino activities.

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist decried the continued lies and deception of Maoist terrorist legal and underground political wannabes, especially those in its sectoral front and pseudo political organizations to fully show their wares, as they professed and claimed to be pro-people and pro-Filipino advocates, by strongly calling on their comrades in the armed-terrorist NPA to stop their harassments, intimidations, and murders of innocent civilians in the countryside; and extortion activities against small and big businesses and industries to fuel their political obsession of establishing a government under a communist dictatorship.

Rep. Alcover noted that the senatorial bids of Satur Ocampo, Liza Maza; their continued interest to seats in the Lower House of Congress, and the CPP Central Committee marching orders for their minions in the provinces to seek positions in the local government units of the country, “are serious indications and hard evidence of their grand design to incessantly stir and eventually control most, if not all, political and elective positions in the country, which is a prelude to their taking over of government,” Rep. Alcover added.

Rep. Alcover slammed Ocampo, Maza, Bayan Muna’s Teddy Casino and others for their continued double talk. “These people are of no conscience and dismally lack honesty in what they do and say. While they strongly vilify the sitting administration’s 2010 intentions through innuendoes like using the AFP and PNP to ensure the victory of the administration’s bets, they have their own armed goons, in the NPA, that is responsible in many incidences of murder and extortion in all parts of the country and without let up,” Alcover added.

“They have their own goons, in the NPAs, to ensure their victory. The harassments and intimidations in the countryside have now intensified in the run-up towards the 2010 polls,” Alcover pointed out.

In calling Ocampo et. al. to show sincerity in their avowals as protectors of the rights of the poor and underprivileged Filipinos, “now must they openly call on the NPAs to stop all of their anti-Filipino and anti-people activities. Much of life has been wasted in their altar of Maoist terrorist insurgency. They cannot deny their connections and relation with the NPAs. Satur Ocampo continues to wield authority over the Maoist terrorist organization in the country. As comrades in the violent and Godless Maoist terrorist organization, Casino, Maza, Bayan Muna’s Atty. Neri Colmenares, Kabataan Partylist’s Raymond Palatino, Anakpawis’ Rafael Mariano and Joel Maglungsod have their own respective channels and ways to send their messages through to the NPA,” Rep. Alcover explained.

“How can one be serious in calling for a clean and honest election when his own hands are full of bad blood of Filipinos whose lives were snapped by Maoist terrorist guns and bullets, who continues to live a life constantly harassed and intimidated by the same goons of Ocampo et. al.?” Alcover quipped.
