Transfer of counter-insurgency campaign to DILG

Education of the masses is the best weapon to counter the influence, intimidation, and spate of murders committed by the Maoist Communist Party of the Philippines and its armed wing, the New Peoples Army, throughout the country.

This was bared by ANAD Partylist Representative Jun Alcover during the Usapang Balita Media Forum held at the Quezon Memorial Circle, in Quezon City, today even as he clarified that confronting the communist terrorism insurgency using guns and bullets will only exacerbate the problem.

He disclosed that the Alliance for Nationalism and Democracy (ANAD) believes that it is high time that the Department of Interior and Local Government (DILG) must take the lead role in the fight against communist terrorism.

Alcover explained that the DILG can effectively use the different local government units, down to the barangay level, as the so-called political front in the rural areas as a counter-measure against the Maoist communist sectoral front organizations under the National Democratic Front (NDF); while it can efficiently mobilize the Philippine National Police, as the armed component against the Maoist communist-terrorist NPA.

“The essential point here is to empower and mobilize the LGUs, particularly the barangays, to protect their respective areas from the NPA’s continued intimidation and harassments,” Alcover said.

Asked on the plans of ANAD as it is now one of the Partylist organizations in Congress, Alcover retorted saying, “We continue our crusade for the protection and preservation of our freedoms and democratic institution and bring this advocacy right inside the hallowed halls of Congress.”

Alcover cited the presence of Maoist communist pseudo-partylist organizations in Congress that has effectively manipulated some members to support their objectives, “We will expose and unmask their real self so that the Filipinos will know how the members of Bayan Muna, Gabriela, Anakpawis, and Kabataan has made use of their positions,”

Mga Maoista sa Kongreso Nilamon ng sariling pakulo!

Malaking pagkakamali ang mga patutsada ni Joel Maglungsod (Anakpawis) kanina sa Kongreso. Utal-utal na sinagot nito ang mga katanungan ni Cong. Cereles. Parang hindi alam ni Maglunsog ang kanyang mga sinasabi at halatadong may sinusunod lamang na script.

Mabilis namang sumakloloko si Satur Ocampo (Bayan Muna)sa pagpaliwanag na diumano may sistematikong represyon sa mga aktibistang ang tanging hangad ay pagbabago sa sistema ng bansa. Naging emosyunal ito sa pagtumbok na may malawakang kampanya para sirain ang kanilang hanay -kasama na dito ang pagbansag sa kanila bilang prenteng organisasyon ng CPP-NPA-NDF at lalong ikinagalit ni Ocampo ang pagtawag sa kanila na "pseudo partylist". Pagkatapos ni Ocampo tumayo si Rep. Jun Alcover ng ANAD Partylist. Ayon kay Alcover "...wag na tayong maglokohan pa! Malinaw na ang Bayan Muna, Gabriela, Anakpawis at Kabataan ay mga prenteng organisasyon ng maoistang CPP-NPA-NDF. Mga pseudo partylist ito na ang tanging kinakatawan ay ang violent sector ng pinapangunahan ng komunistang kilusan..."

Tanong pa ni Alcover "kung hindi kayo at ang sabi n'yo ay mga progresibo't makabayan kayo BAKIT HINDI NINYO KAYANG KONDENAHIN ANG MGA KARAHASAN NG CPP-NPA-NDF? Ang sisihin ninyo kung bakit kayo bestado ay ang amo ninyong si Joma Sison!" Sa pontong ito binasa ni Alcover ang mensahe ni Joma Sison hinggil sa dalawang mukha ng pakikiba na pinamumunuan ng CPP -ang illegal (armado) at ang legal (parliamentaryo) na pinapangunahan ng Bayan, Bayan Muna, Gabriela, Anakpawis, Kadena, LFS, Kabataan, KMU, ACT at iba pang mga prenteng organisasyon.

Simple lang rin ang sagot: ang mga nabanggit na mga organisasyon ay bahagi ng pambansang demokratikong prente (NDF) na ang tanging papel ay isulong ang legal at parliamentaryong pakikibaka bilang bahagi ng "protracted people's war" para agawin ang pampulitikang kapangyarihan upang maitatag ang "Kwalisyong Gobyerno" na matagal nang naidesensyo ng Maoistang Communist party of the Philippines.

Maoist Pseudo Partylist Reps must bare themselves out!

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) strongly condemn, in unequivocal terms, the unabated rash of kidnappings, murders, and attacks by the Maoist communist New Peoples Army (NPA) as it calls on the Representatives of the self-styled pseudo Partlist groups, in Congress, to come out from their intentional hibernation and denounce the atrocities of the NPA.

ANAD Partylist Representative Jun Alcover decried the Maoist NPA utter disregard for peace and human rights which is in direct contravention to their acronym being the so-called “protectors of the people.”

“What have they done to the 3 soldiers of the 11th Infantry Battalion, Philippine Army in Guihulngan City, Negros Occidental and a certain Staff Sergeant Manlangit of the 36th IB, PA, in Agusan del Sur? They mercilessly killed them in cold blood?” Alcover said. “Do not these soldiers deserve the same human rights protection from terrorist actions?”Alcover asked.
“Why did they (NPA) raided the DPWH office in Barangay Bacacay, Gubat, Sorsogon last May 25? Isn’t it because they are wholly opposed to the construction and infrastructure projects of the government?” Alcover quipped.

Alcover explained, “What is happening now is obviously the implementation of Mao Ze Dong’s doctrine of – OPPOSE WHAT THE GOVERNMENT SUPPORTS; AND SUPPORT WHAT THE GOVEFRNMENT OPPOSES!”

Alcover lamented the fact that the continuing terrorism committed by the Maoist NPA has been met with a loud and deafening silence by pseudo-Partylist lawmakers of this 14th Congress.

The pro-democracy lawmaker strongly called on Partylist Representatives Satur Ocampo, Teodoro Casino, and Neri Colmenares of Bayan Muna; Liza Maza and Luzviminda Ilagan of Gabriela; Rafael Mariano and Joel Maglungsod of AnakPawis; and Raymond Palatino of Kabataan, to show your true and real colors. “Now is the time for all of these pseudo-partylist lawmakers to bare themselves out to the Filipino people,” Alcover said.

“Enough is enough. We cannot tolerate any of your scripted antics clothed with pretentions and deceit. The lines must be drawn now. The grains must be separated from the chaf, so to speak, so that our people could be given a better understanding and could render better judgment during the 2010 elections,” Alcover added.

Cong. Alcover supports Cebu Gov. Garcia’s filing of charges against 3 big oil companies

The disparity in prices of oil products is so glaring that government should move-in to stop the malpractice of some oil companies perceived to be manipulating the prices of oil products sold to end consumers, in the country.

Cong. Jun Alcover of ANAD Partylist expressed his surprise upon knowing that prices of oil products in Cebu, sold by Chevron, Petron, and Shell, are higher compared to that in Cagayan de Oro, Iloilo, and Davao Cities. Alcover noted that the price of diesel fuel in Cebu is higher by Php 6.31 per liter compared to the same item sold in Manila; unleaded gasoline is Php 7.69 higher in Cebu compared to that in Manila; LPG is higher in Cebu at Php 5.78 per kilo compared to that in Manila.

Also, Alcover was surprised upon learning that the average price of gasoline products is higher in Cebu by Php 4.83 compared to Cagayan de Oro, Php 1.02 compared to that in Iloilo; and Php 3.46 per liter compared to that in Davao.

“We cannot just close our eyes to this grim reality adversely affecting the lives of Cebuanos,” said Alcover. “Indeed it is predatory pricing as it intends not to help Cebu grow but to add more burden to the Cebuanos, as a whole. Instead it helps a lot to support the communist propaganda.” Alcover added.

Cong. Alcover made this reaction as he expressed his unqualified support to Cebu Gov. Gwen Garcia’s filing of a criminal case against the 3 big oil companies before the Department of Energy-Department of Justice Task Force on Oil Deregulation. “I support Gov. Garcia’s intent of opening up the book of accounts of these companies so that we will know the truth,” Alcover pointed out.

“If there is a necessity to file a bill to amend Republic Act 8479 or otherwise known as Downstream Oil Deregulation Act of l998, then we will move for it in the Lower House,” Alcover said. “Also, if these oil companies doesn’t heed our call, then let us launch pressure actions against these 3 oil companies,” Alcover clarified.

PATULOY NA PANGINGIKIL NG NPA, PARA MAS PATINDIHIN ANG KAHIRAPAN SA KANAYUNAN

Sa privileged speech (14 April 2009) ni Cong. Florencio C. Garay (2nd District, Agusan del Sur) lakas loob n’yang isiniwalat ang mga kabulastugang ginawa ng maoistang CPP-NPA sa kanilang nasasakupan.

Noong 8 Nobyembre 2008, sinulatan ng NPA si Cong. Garay na kinakailangang magbayad ito ng ‘revolutionary tax’ dahil ang poultry n’ya ay diumano “saklaw ng komunistang kilusan”. Ngunit, hindi ito pinansin ng kongresista. Sa isip n’ya isa lamang itong pangingikil at ayon sa batas, ang lehitimo lamang na Pamahalaan ng Republika ng Pilipinas ang may karapatang pumataw ng buwis.

Dahil hindi pinansin ni Cong. Garay ang pangingikil ng NPA, ni-ransacked at sinunog ng mga komunista ang poultry nito sa Bayan ng Tagbina, Surigao del Sur. Nitong Abril, muling nagpadala ng kalatas ang NPA na kung patuloy na magmamatigas at hindi magbayad si Cong. Garay –mas higit pa sa nangyari ang magaganap.

Itong kaganapan sa lugar ni Cong. Garay ay hindi isolated na kaso. Sa buong bansa, ang mga estrahehiko at maliliit na mga negosyo ay inuumangan ng dahas nitong mga armadong goons ng CPP para makapanghingi ng ‘revolutionary tax’.

Tinatayang umaabot sa 1 hanggang 2 porsyento ng taunang gross national product (GNP) ang nawawala resulta nitong maoistang insureksyon. Ayon sa pag-aaral ng National Security Council (NSC) nagpapakita na “….. the mind boggling amount resulting from poaching of our natural resources assumed at around P10 billion, another P1.113 billion from business opportunities (actual and consequential), and further P636 million to CPP-NPA-NDF wanton “revolutionary taxations”. The ALLIANCE OF NATIONALISM AND DEMOCRACY (ANAD) strongly supports the order issued by Secretary-General Marilyn Yap for Anak Pawis Partylist Representative Joel Maglungsod to vacate his “office tent”, along with Maoist communist front sectoral organizations that set up camp at the gates of the Batasan Pambansa. However, “the order should immediately be implemented and not wait until June 6,” said Cong. Jun Alcover, of ANAD Partylist
“These people had been given more than enough time and space and their continued stay in that area has shown their disregard and utter disrespect to the House of Representatives,” said Alcover. “They blatantly abused our country’s democratic space,” said Alcover.
More than 10 “tents” and illegal temporary structures with matching red banners of Maoist communist front sectoral organizations were established in that area and obviously intended for a long stay. Aside from the “Batasan Siege”, Maoist communist sectoral front organizations had pitched camp, for years already, in front of the main offices of the Department of Agrarian Reform (DAR), Elliptical Road, Quezon City.
ANAD maintains that protests and other forms of peaceful assemblies at the gates of the Batasan Pambansa and other government offices is welcome, “pitching camp and putting illegal structures there tantamount to hooliganism as if they are pressuring Congress and government to succumb to their demands,” Alcover stressed.
Alcover lamented Maglungsod’s attitude as a member of Congress. “What happened to him? He has brazenly expressed disrespect to an institution that he also belongs. His actuations, that placed the entire House of Representatives’ integrity to question and public ridicule, is something that must be investigated by the Ethics Committee of the Lower House and appropriate disciplinary sanctions be meted against him,” Alcover pointed out.
On the other hand, Cong. Alcover explained that if Congress refuses to investigate Cong. Maglungsod and immediately remove the illegal structures at the gates of the Batasan, “ANAD would take this as an expression of tolerance on the part of the House’s leadership. The news item that came out might only be intended for public relations purposes.”
In so doing, Alcover said that organized pro-democracy forces in the country, particularly in Metro Manila, can do the same, “in pursuit of our pro-democratic crusade. Congress cannot prevent us from doing so,” he added.
