ANAD CALLS FOR JUSTICE FOR SLAIN RADIOMAN FERDIE LINTUAN

The Alliance for Nationalism and Democracy (ANAD) Partylist joins local media groups in calling for justice for slain Davao City-based broadcaster Ferdie “Batman” Lintuan two years ago tomorrow, Dec. 24.

ANAD Partylist reechoed the call for law authorities to bear all the results of their investigation into the killing of Lintuan, Juan “Jun” Pala, Jr. and other media personalities in the region and to speed up the prosecution of suspects.
“Justice delayed is justice denied,” said ANAD Partylist Representative Jun Alcover, also a broadcaster and president of the Cebu Association of Media Practitioners (CAMP).

To commemorate the second death anniversary of Lintuan, the Tri-Media Organization for Peace and Alliance in Mindanao (TROPA) led by broadcaster Manny Autida is sponsoring a high noon holy mass on Dec. 24 at the St. Peter Parish in Davao City.
A wreath-laying would follow at 2 p.m. at the crime scene in the corner of R. Castillo and San Antonio Sts., Brgy. Agdao. A merienda and media fellowship would cap the event at Kane Restaurant on Magallanes st. from 3 to 4 p.m.
ANAD Partylist-Mindanao Coordinator Arthur Tariman said his group is actively supporting the events.

WHITEWASH

There have been suspicions of whitewash in the investigation into the killing of Lintuan and Pala, both broadcasters of radio station DXGO in Davao City.
Ferdie was aboard his Volkswagen car with broadcasters Lucio Ceniza and Edgar Banzon when shot dead by a motorcycle assassin after his morning radio show on Dec. 24, 2007 few meters from DXGO broadcast studios.

Lintuan and Pala’s killings had the mark of extra-judicial executions carried out by the shadowy Davao Death Squad (DDS), believed to be behind the spate of unsolved summary killings in the city.

Since the Duterte administration started, 952 persons including Lintuan and Pala were killed in Davao City by suspected DDS gunmen.

Lintuan, an anti-communism broadcaster, survived the communist terrorists’ bloody attack on radio station DXRA on Magallanes st. in Davao City on August 27, 1987 where nine people were killed including anti-communism crusader Leo Palo, former radio public affairs host-tandem of Pala at DXOW.

Pala, spokesman of the Alsa Masa anti-communism movement in the ‘80s, survived at least two previous attacks. His murder prompted the creation of an inter-agency Task Force Usig that looks into media killings.

They were both known for their stingy criticisms on City Hall and government anomalies and malpractices. They did not even spare the tough-talking Mayor Rody Duterte in their fearless tirades.

Lintuan was accusing anomalies on Mayor Duterte’s P71-million People’s Park project before his murder, while Pala was harshly critical of the Duterte administration for years preceeding his killing.

Investigators however arrested and filed charges against fellow DXGO broadcaster Nilo Larosa for the killing of Lintuan. There has been no news on the progress of the case.(ANAD PARTLIST-MINDANAO INFONEWS BUREAU)

Ocampo et. al. should bare themselves out and must show their sincerity

“THEY MUST show to the Filipino people their true colors, so to speak,” said ANAD Partylist Rep. Jun Alcover as he challenged all Maoist terrorist pseudo politicians, seeking elective positions during the 2010 elections, to call on their Maoist terrorist comrades in the New Peoples Army to immediately cease and desist from committing anti-people and anti-Filipino activities.

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist decried the continued lies and deception of Maoist terrorist legal and underground political wannabes, especially those in its sectoral front and pseudo political organizations to fully show their wares, as they professed and claimed to be pro-people and pro-Filipino advocates, by strongly calling on their comrades in the armed-terrorist NPA to stop their harassments, intimidations, and murders of innocent civilians in the countryside; and extortion activities against small and big businesses and industries to fuel their political obsession of establishing a government under a communist dictatorship.

Rep. Alcover noted that the senatorial bids of Satur Ocampo, Liza Maza; their continued interest to seats in the Lower House of Congress, and the CPP Central Committee marching orders for their minions in the provinces to seek positions in the local government units of the country, “are serious indications and hard evidence of their grand design to incessantly stir and eventually control most, if not all, political and elective positions in the country, which is a prelude to their taking over of government,” Rep. Alcover added.

Rep. Alcover slammed Ocampo, Maza, Bayan Muna’s Teddy Casino and others for their continued double talk. “These people are of no conscience and dismally lack honesty in what they do and say. While they strongly vilify the sitting administration’s 2010 intentions through innuendoes like using the AFP and PNP to ensure the victory of the administration’s bets, they have their own armed goons, in the NPA, that is responsible in many incidences of murder and extortion in all parts of the country and without let up,” Alcover added.

“They have their own goons, in the NPAs, to ensure their victory. The harassments and intimidations in the countryside have now intensified in the run-up towards the 2010 polls,” Alcover pointed out.

In calling Ocampo et. al. to show sincerity in their avowals as protectors of the rights of the poor and underprivileged Filipinos, “now must they openly call on the NPAs to stop all of their anti-Filipino and anti-people activities. Much of life has been wasted in their altar of Maoist terrorist insurgency. They cannot deny their connections and relation with the NPAs. Satur Ocampo continues to wield authority over the Maoist terrorist organization in the country. As comrades in the violent and Godless Maoist terrorist organization, Casino, Maza, Bayan Muna’s Atty. Neri Colmenares, Kabataan Partylist’s Raymond Palatino, Anakpawis’ Rafael Mariano and Joel Maglungsod have their own respective channels and ways to send their messages through to the NPA,” Rep. Alcover explained.

“How can one be serious in calling for a clean and honest election when his own hands are full of bad blood of Filipinos whose lives were snapped by Maoist terrorist guns and bullets, who continues to live a life constantly harassed and intimidated by the same goons of Ocampo et. al.?” Alcover quipped.

ANAD PARTYLIST ASKS DABAWEÑOS TO STAND UP VS. TERRORISM

The Alliance for Nationalism and Democracy (ANAD) Partylist challenges the Dabaweños to stand up and fight against all forms of terrorism and anarchism especially those perpetrated by the CPP-NPA-NDF and heartless politicians.

“People must stand united against terrorism and anarchism including those committed by anarchist politicians and political groups on hapless civilians just to perpetuate in power as in the case of the so-called Davao Death Squad in Davao City,” declared ANAD Partylist Congressman Pastor M. Alcover, Jr.

ANAD Partylist made the call as the CPP-NPA-NDF heightened its terroristic activities while approaching the party’s 41st founding anniversary celebration on Dec. 26.

The CPP-NPA-NDF killed at least 79 persons in Davao or Southern Mindanao Region alone this year. Of the figure, 54 were civilians, 13 were soldiers and policemen, and 12 were CAFGU members.

MURDEROUS WEEK
Last week, five innocent persons were killed and two were wounded in a string of atrocities perpetrated by local communist terrorists (LCTs) in Davao region.

The victims were identified as Fernando Timbal of Panabo City, Davao del Norte; Efren Sindaton Obaton of Sitio Barobo, Brgy. Dagohoy, Talaingod town, Davao del Norte; Rosalinda Ponciano Clata, Virgilio Arciana and Roderick Guba, all of Cateel town in Davao Oriental. Wounded were Jaymar Gulane and Rey Genabe, also of Cateel.

A certain Ka Simon Santiago, the self-proclaimed “political director” of the NPA Southern Mindanao Regional Command, admitted that NPA SPARU hitmen murdered the 48-year old Timbal at Brgy. Gredu, Panabo City, Davao del Norte early morning last Dec. 13 on the belief that he was a soldier.

Sadly however, Timbal was just an innocent driver of the Land Bank of the Philippines-Tagum Branch.

The repenting Ka Simon, who bragged the murder when he reported it to the media even without checking the identity of the victim yet, vainly tried to appease the angry Dabaweños when he said that the NPA-SMR is investigating the incident.

Dabaweños are further angered when terrorists under the Local Terrorist Front (LTF) 35, NPA-SMRC led by alias Kumander Ian mercilessly killed the 32-year old Obaton infront of his three children inside their home at Sitio Barobo, Brgy. Dagohoy, Talaingod town, also in Davao del Norte early afternoon last Dec. 17.

Obaton was a former NPA who returned to the folds of the law few years ago and took a quite life until he was murdered by his former comrades.

The morning on that day, Dec. 17, bullets from a group of more than 20 terrorists killed the innocent 55-year old Clata whose home happened to be located near a major road project linking Davao Oriental and Surigao del Sur provinces that was sabotaged by LTF 20 led by Eufemio Ombaogan.

CAFGU Active Auxiliary Members Arciana and Guba were also killed and Gulane and Genabe were wounded while heroically defending from terrorist sabotage a section of the Surigao-Cateel road project that has been undertaken by Sebastian Construction at Sitio Talisay, Brgy. Sibahay, Cateel town, Davao Oriental.

12 IED BLASTS
In the afternoon of the following day, Dec. 18, four motorcycle-riding communist terrorists laid down in-a-series two Improvised Explosive Device (IEDs) along the national highway in Banay-banay town in Davao Oriental.

If not for the timely tip off from a concerned citizen who witnessed the sinister act, the two roadside IEDs could have harmed civilian travelers like what happened at Sitio Malikong, Brgy Suawan, Marilog District in Davao City mid-morning last Sept. 08 where Ronald Sayan, a motorcycle-for-hire or “habal-habal” driver, was seriously wounded.

Last Nov. 23 afternoon, the 66-year old Rosario Balisda was seriously wounded along with four soldiers when local communist terrorists remotely detonated an IED at the village of Fatima in Paquibato District in Davao City.

Since May, the CPP-NPA-NDF exploded at least 12 IEDs – sometimes called by the soldiers as improvised “landmines” – in the Davao region alone, six of which in Davao City.
IED is the weapon choice of many terrorists worldwide including Osama Ben Ladin’s Al Qaeda and East Asia’s Jemaah Islamiyah terror networks.

ANAD TO SPEARHEAD

In view of the situation, ANAD Partylist decided to spearhead the citizens’ non-violent campaign against terrorism in Davao City and surrounding areas.

Initially, it calls the Dabaweños not to support politicians who are themselves part of terrorist-anarchist gangs or in cahoots with them.

ANAD hails lifting of martial law in Maguindanao

“THE LIFTING of Presidential Proclamation 1959 is a manifestation of government’s sensitivities and full reliance on factual developments on the ground,” said ANAD Partylist Rep. Jun Alcover in reaction to the lifting of martial law in the province of Maguindanao, in the evening of Saturday (December 12, 2009).

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist supports PP 1959’s imposition in the face of the so-called looming rebellion brought about by the total collapse in the delivery of basic and judicial services by the local government of that province, and the continued resistance by thousands of armed supporters of the Ampatuan family, a known political warlord in the area.

“We, in ANAD, were all out in support of government’s initiative to restore public order, return of the delivery of basic services by government, and the justiciable resolution of the Nov. 22 massacre of 57 hapless civilians, including 30 media personalities, in Masalay, Maguindanao,” Rep. Alcover pointed out.

“The lifting of PP 1959 or its imposition was a prerogative solely vested by the constitution on the country’s Chief Executive,” said Rep. Alcover even as he describes the petitioners against PP 1959 before the Supreme Court and the number of mass protest actions as grandstanding and hallowed noise.

Rep. Alcover cited the fact that the short-lived martial rule, in Maguindanao, “clearly shows President Macapagal-Arroyo’s adeptness to the rule of law and resiliency towards factual happenings in the field. Here, the President has made an unequivocal statement of her commitment towards justice and truth which is directly in contrast to what her detractors had been saying, time and again,” Alcover added.

On the continued tirades by Maoist terrorist sectoral front and pseudo partylist personalities even with the lifting of martial law, with a shrug of a shoulder, Alcover said, “What can we expect from these people? They always take up and make use of any issue against government to advance their lost cause. Maka-libre sila ng exposure, di ba?” Alcover quipped.

“With the lifting of martial law, Congress should now focus on a number of vital bills, like the 2010 national budget and other pro-people measures, which our people needs,” he stressed.

TODAY’S ‘INTERNATIONAL DAY OF POLITICAL PRISONERS’ IS BOGUS

DAVAO CITY – Today’s sixth commemoration of the so-called International Day of Political Prisoners is bogus.

The Alliance for Nationalism and Democracy (ANAD) Partylist in Mindanao made the declaration in view of the reported plan by the communist front Samahan ng mga Ex-Detainees Laban sa Detensyon at para sa Amnestiya (SELDA) to hold early this afternoon a picket rally infront of Davao City’s First Congressional District Office on Quirino Ave. here.

ANAD Partylist-Mindanao pointed out that the self-anointed International League of People’s Struggle (ILPS) that supposedly declared the celebration on Dec. 3, 2003 is nothing but another creation of Communist Party of the Philippines Chairman Jose Ma. Sison to implement the party’s international solidarity works as required in its Protracted People’s War (PPW).

In relation to the PPW, ILPS also supports to CPP-NPA-NDF’s “machinery build-up, general offensive and general uprising,” ANAD Partylist exposed in a press release sent out by its Mindanao Spokesman Art Tariman.

Jose Ma. Sison continues to hold the ILPS chairmanship since its founding on May 25, 2001 in Zutphen, The Netherlands.

The other ILPS founding officers were the late Anak Pawis Partylist Congressman Crispin Beltran as Chairman of the International Coordinating Group, Cherry Clemente as ICC First Deputy, former Anak Pawis Partylist Congressman Rafael Mariano as ICC Member and ILPS-Philippines Head, and Gabriela Partylist Congresswoman Liza Maza as ICC Member.

According to ANAD Partylist, ILPS aims to exploit the following 18 subjective concerns and issues to help attain the objective condition of the revolution: national liberation, socio-economic development, human rights, just peace, independent trade union and workers' rights, agrarian reform women's rights, youths’ right to education and employment, children's rights, indigenous peoples’ rights, teachers and educators’ rights, people’s right to health, science & technology, and environmental protection, arts and culture and free flow of information, justice for the victims of illegal arrest and detention, rights of the homeless, migrants and refugees, rights of the elderly, and rights of homosexuals, bisexuals and trans-gendered.

Indolent passiveness against humanity

THE GRUESOME murder of more than 50 civilians, mostly women, including more than a dozen media personalities in Maguindanao easily draws us to some parallels in two different yet similar situations that dispassionately abounds in our country.
As the whole civilized world was saddened, angered, and has strongly condemned the Maguindanao incident, one cannot easily turn his head away from the realities that happened and is still happening, with more brutality, intensity, and viciousness, in other parts of the country .

While partisan politics may have fueled some to employ brute and overwhelming force against hapless civilians, one cannot deny the succinct tale of tens of thousands of Filipinos whose lives were snapped not only by brute force but by deceit, trumped-up charges, and blatant lies wrought about by a violent and inhuman ideology.
Evident is on the manner and treatment given to these two incidents: one with passivity, while the other with overwhelming open denunciation and grief. Surprising is the way media personalities and organizations manifest reactions to these two different incidents.

The mass purging of the 80’s, within the Maoist terrorist organization, resulting to the deaths of tens of thousands of Maoist CPP-NPA-NDF cadres and political officers never gained attention of media organizations by way of banner stories decrying and condemning the inhuman and brutal slaying of Filipinos by Maoist terrorist henchmen, upon orders of the CPP’s Central Committee leadership, that even our fingers and toes couldn’t bear in numbers.

The Inopacan massacre in Southern Leyte and the Digos massacre in Davao del Sur are far more horrible than the barefaced violence that Maguindanao massacre has shown us.
Why was media silent on the Maoist terrorist mass purging, from the 80’s and is still continuing today, perpetrated blatantly and without mercy; yet the same media are now up in arms with black armed bands and candle lighting ceremonies in open denunciation of the Maguindanao massacre.

What difference in life does the two incidents have, both brazen and despicable affront against humanity, to merit some sort of “double standard” among us?
Do we have to have media personalities as victims of violence and perfidy to cause media organizations to go out of their own shell and self-imposed selective isolation so that they would speak out loud for the protection and preservation of human life; and the inviolable right to life?

Indeed, parallels on incidents could easily be drawn but no one can ever forget that sickening passiveness yet indolent and selective treatment purposely committed by some of us.

RA 9745 hailed; Maoist’s urged to uphold the rule of law

THE ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist is in full support of Republic Act 9745, otherwise known as the Anti-Torture Act of 2009 signed into law by President Gloria Macapagal-Arroyo last Nov. 10. ANAD strongly believes that the enactment of RA 9745 shows government’s commitment towards the protection of the rights of Filipinos, especially against harassments, intimidation, and more importantly her peoples’ right to life and liberty.

“ANAD hopes that the implementation and compliance of the provisions of RA 9745 must not only bear upon government but on all Filipinos, especially the Maoist terrorist Communist Party of the Philippines-New Peoples Army (CPP-NPA), whose penchant for violence and disrespect towards the rights of peoples are insurmountable and remarkable, until today,” said Rey Salas, ANAD secretary general and national spokesman.

On the issue of extra-judicial killings in the country, “What is reported and given publicity by Maoist communist lapdogs in media represents only a miniscule part compared to the total transgressions and human rights abuses committed by the Maoist terrorists that never saw the pages of national newspapers’ or the airlanes of radio and television media,” Salas explained.

Salas challenged Karapatan, Task Force Detainees-Philippines, SELDA, and other Maoist terrorist sectoral front and pseudo partylist organizations to be circumspect, honest, sincere, and transparent in the documentation and reporting of alleged human rights violation cases. “Black propaganda is their main weapon while pursuing vilification and hate campaign against government. If they are sincere in upholding and protecting our peoples’ rights, RA 9745 should change their ways. RA 9745 should cause their transformation towards transparency, honesty, and true commitment towards the protection of our peoples’ rights,” Salas said.

While ANAD calls for a full and sincere compliance of the law by government agencies and functionaries, the same is demanded from other sectors of the Filipino community particularly the Maoist terrorists whose more than 40-years of insurgency has caused the enforced disappearances and deaths of tens of thousands of Filipinos.

“No one, even if one is a member of a self-proclaimed revolutionary organization, is exempted or excluded from liability if he violates the law. More so, if one is a terrorist,” Salas said.

“The goals and intentions of the law could not be achieved if stakeholders in the community, not only government, refuse to do their share in upholding the rule of law, especially RA 9745,” Salas stressed.

ANAD hits continued CPP-NDF recruitment of Filipino youth and students

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist denounce and condemn, in strongest terms, the unabated use of the youth and minors, especially students, by the Maoist communist-terrorist CPP-NPA-NDF against the duly constituted democratic and free government of the Republic of the Philippines.

Rep. Jun Alcover of ANAD Partylist describes as outrageous and highly condemnable the CPP-NPA-NDF’S utter disregard of the international conventions and the laws of our country on the protection of the rights of the youth that would ensure a better future of our youth in the community of free and democratic nations of the world.

This is Rep. Alcover’s reaction to the arrest of Maria Carla Alvarico, a licensed nurse, graduate of Velez College; Carlo Hernandez Cabahug, a graduate of computer technology at the University of San Carlos; and Absin Glenn Filamer, a political science student of the University of Cebu, after shooting it out against elements of the 79th IB, PA, last Sunday (October 18) in Sitio Pulang Yuta, Barangay Mayabon, Zamboanguita, Negros Oriental. During the same incident, one of their companion identified as Reden Carpentero, aka Rodel, 20 yrs old, was found dead, beside a creek, some 200 meters from the encounter site.

“This is horrible considering their continued avowals as protectors of our youth’s political and human rights and ensuring better future to our young, the Maoist communists incessantly are manipulating and abusing the idealism of our youth by inculcating on them the demonic Maoist communist ideology whose obsession is violence and destruction of human life and that of our country,” Rep. Alcover explained.

He pointed to the two PUP students: Albert Estrada and Regina Obiso, who were duped by the sweet-talking and glib-tongued Maoist communist recruitment specialists into joining the armed communist-terrorist, New Peoples Army, in the Southern Tagalog area.

“ANAD strongly warns all freedom and democratic loving Filipinos, especially parents whose children are subjected to recruitment by CPP political operatives, to be always on the wary and be on guard to safeguard their children,” Alcover said.

“What happened to the three arrested NPAs, former leaders of the College Editors Guild of the Philippine (CEGP), could very well happen to your children if we remain complacent and defy the call of the times to be on guard against Maoist communist-terrorist influence whose penchant for deception and lies continues to hold sway,” Alcover stressed.

VICTIM CALLS ON CHR TO PROBE NPA ATROCITIES IN DAVAO

DAVAO CITY, 13 October 2009 – The Victims of Injustice, Communism and Terrorism in Mindanao (VICTIM) challenges the Commission on Human Rights (CHR) to investigate the human rights abuses committed by local communist terrorists especially the Pulang Bagani Company 1 of the CPP-NPA-NDF Southern Mindanao Region.

In a press release, VICTIM pointed out that no less than Ka Simon Santiago, political director of the NPA in Southern Mindanao, admitted to the local media that the NPA units tasked to execute the “death sentence orders” of their so-called “People’s Court,” otherwise known as “Kangaroo Court,” have committed “errors” and “excesses” even as he tried to gloss over the killings by saying that the victims were criminals.

“Ka Simon Santiago’s open admission of their men’s errors and excesses in carrying out the killings is a good cue for the CHR to come into the picture and investigate the atrocities,” said VICTIM, adding that the CHR had been quick to grab the limelight in other high profile cases such as the alleged abduction of NPA member Melissa Roxas and the Tiongson-Singson wife-beating scandal.

The CHR’s constitutional mandate is to investigate all human rights violations in the country irrespective of the offending parties.

Once and for all, the CHR under Chairman Leila de Lima should prove to the taxpayers who funded the office that it is not subservient to the CPP-NPA-NDF whose overall evil master, Jose Ma. Sison, is the husband of her cousin Juliet de Lima, said VICTIM.

According to VICTIM, “Chair De Lima must take the occasion that the CHR is investigating the so-called Davao Death Squad to also look into the excesses of the Sparrow Death Squad that made Davao City as its laboratory since early ‘80s.”

“Who knows that the alleged DDS and the NPA Special Partisan Unit (SPARU) shared some common resources and interests? There have been persistent rumors that some former SPARU members in Davao City have turned themselves into DDS members or even started the group.

Earlier, VICTIM vehemently denounced the series of atrocities committed by local communist terrorists against members and leaders of the indigenous cultural communities in Southern Mindanao Region.

VICTIM’s own probe tend to show that the CPP-NPA-NDF authorized the recent spate of killings of the “Lumad” to discourage members of the local indigenous cultural communities from supporting the government drive against all illegal armed groups in the region’s hinterlands that disrupted the indigenous people’s peaceful living.

VICTIM is a new group composed of surviving victims and families of the victims of injustice, communism and terrorism in Mindanao. Its growing membership includes those who survived persecutions, ambushes, assassinations, bombings, human right abuses and other infractions against humanity.

ANAD chides Maoist CPP’s slant as mere propaganda and lies

“THIS is part of the Maoist communist-terrorist CPP-NPA-NDF’s malicious propaganda scheme,” said Tito Porras, national vice president of the Alliance for Nationalism and Democracy (ANAD) Partylist, in reaction to the recent statements of the Maoist communist group saying that US forces are exploiting the calamitous conditions to send in more “interventionist” troops into the country.

“In fact, a day or two after Typhoon Ondoy hit Metro Manila and ravaged the cities of Marikina, Pasig, Antipolo, the municipalities of Cainta and outlying provinces, calls had been made by practically all sectors of the Filipino community seeking US government’s assistance in the rescue and relief operations to supplement government’s effort,” said Porras.

He chided some quarters, especially those in the sectoral front organizations of the NDF, for making a fuzz of the US assistance saying, “Instead of injecting malice to highlight the arrival of US forces as a bane to Philippine sovereignty, Filipinos must welcome them in the spirit of humane accommodation as they are here for humanitarian consideration amidst the calamity that struck us,” explained Porras.

Returning to the Maoist CPP to a more profound question on what have they done to the Filipinos in the light of “Ondoy” and “Pepeng’s wrath, Porras slammed the Maoist communist leadership for issuing statements that are not only meaningless amid the hardship faced by our people but are clearly propaganda full of malice and ill-will, “ They continue to hit on the efforts of government with them showing not even a cinch of what they have been professing, for the past 40 years, as protectors of our people,” Porras stressed.

“In this time, where our brother Filipinos in the areas of Bicol, Southern Tagalog, Eastern and Northern Luzon areas needs whatever assistance possible, I challenge the Maoist communist-terrorist CPP-NPA-NDF to openly show the care and concern towards the Filipino people that you have been advocating in the past,” Porras said.

“Lip service and press statements on your website and to your minions in media outfits is the least wanted and are nothing. You should make good of what you’ve been saying all along, and put an end to your savagery and inhuman acts committed against the people,” said Porras.

ANAD downplays Joma’s delisting from world’s “Terrorist” list

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist describe the recent European Union (EU) court’s ruling, taking-off Maoist messiah and CPP founder Jose Ma. Sison from the list of “terrorist” personalities in the world, as a simple “palliative pill” to assuage the aging 70-year old founder of the Maoist communist-terrorist CPP-NPA-NDF.

“The decision does not make him a non-Maoist communist believer or would altogether change the very persona of Joma Sison who is deeply committed to pursue his vow of using violence as a means in achieving the goals and objectives of his organization,” said Rey Salas, ANAD Partylist national spokesman, today.
“The EU court’s edict was only to stop the use of the word - - terrorist as a label against Sison. Definitely, it does not change the character and intentions of Joma,” Salas added.

Even the unfreezing of his assets by the same EU court does not give a new Jose Ma. Sison to the community of free and democratic nations of the world, said Salas as he called on all peace loving Filipinos to constantly be wary and on-guard against the surging and unflinching deception and lies spread by the sectoral front and pseudo partylist organizations, in the country.

On whether this development could spell and cause some improvement in putting an end to the country’s 40-year CPP-NPA-NDF insurgency, Salas explained, “It is only our hope but facts covering the same period unequivocally show that Joma and his peers has no intention, whatsoever, of reaching out for peace. Instead, ANAD Partylist sees the upsurge in the NDF’s malicious and venomous propaganda campaigns against government and stepped-up NPA guerilla attacks, in the countryside.”

“Our brother Filipinos, especially those who continually are victims of Maoist communist manipulation and those in the less privileged sector, must always be on-guard against the onslaught of black propaganda as a result of Sison’s delisting from the terrorist list,” Salas explained.

On the other hand, ANAD Partylist welcomed the EU court’s ruling with the hope that it will cause Joma Sison to get-out of his “protective shell” and pretensions and shall play a more active role towards the resumption of the oftenly stalled peace-talks with the government.

“Rather than going to the US not only to do some lectures but to taunt American authorities for labeling him as a terrorist, it is best for Joma to come back to the Philippines and seriously work for the resumption of the peace talks,” Salas added.

NDF Spokesperson’s Claim of Rights Violations – A Pure Lie…

Camp Panacan, Davao City- The statement made (on Sunday, September 20, 2009 thru an emailed statement and published by Sun Star Davao on September 21, 2009 ) by Rubi Del Mundo, the spokesperson of the National Democratic Front-Southern Mindanao, that more human rights violations will be committed by the military is a pure lie and tainted with deceit and pretense. The claim was made to discredit the successes the military, as a whole, had against the local terrorists in the Davao Region. They are using the recent designation of Col. Eduardo Del Rosario as Commander of the 1003rd Infantry Brigade to malign his person and leadership in view of Col Del Rosario’s successes in addressing the threats of terrorism exuded by the armed group from the NPA during his past stints as Commander of Task Force Davao and Commander of 73rd Infantry Battalion a few years back.

These terrorists fear, more than anything else, their nefarious activities, such as extortion activities, murder, grave threats against innocent civilians and other forms of crimes against public order, will be exposed before the public, curtailed if not stopped drastically, and the perpetrators of these heinous acts be put before the bar of justice. These violent acts, for all intents and purposes, are actually the violations of human rights and they themselves are the violators. The public, therefore, should be warned against the CPP/NPA/NDF so that they will not be victims of these treacherous acts and, thus, must be vigilant in order not to fall prey to their deception.

The killings perpetrated by them against innocent civilians and soldiers, they claim to a be sentence handed down by their “kangaroo court”, is merciless in nature and the alleged “conviction” is just an excuse for them to do it. In actuality, there is no legal or judicial basis for these and these are the clear violations of human rights.

Hence, what they are saying about the military, in general, and the 1003rd Infantry Brigade, in particular, is just but a façade of what the NPA are a doing. What they are afraid of is their illegal acts will be uncovered and put out in the open for the people of Davao to know. As this truth is revealed, they fear that the support or influence they have over the masses are lessened. As they thrive in areas where the local populace is supportive of them, either because they under duress or have been fooled of a false cause they are alleging, they may loose this influence and therefore be susceptible to arrest or capture. We cannot be-fault these people because they were deceived into believing that the armed group is fighting for the cause. In truth, their actions are all for their personal gain and benefit.

We have heard also of the many atrocities they have committed, such as, grave threats against those who do not want to cooperate with them; arson or bombing of cell sites, construction equipment and many more against those who do not pay them extorted money; kidnapping of civilians for the payment of ransom; and even robbery of personal belongings for their own personal use, are the violations of human right.

On the other hand, they fear also that many among their regular cadres may lay down their arms, return to mainstream society, and avail of the livelihood package the government is offering thru the Social Integration Program or SIP. The social interventions are so lucrative in view of the many opportunities it offers notwithstanding the chance for them to live a normal life with their respective families and a chance for them to productive in the community they choose to live.

The allegations of Del Mundo against Col. Del Rosario, with regard to the alleged “divide-and-rule tactics”, atrocities of a military-backed “Alamara”, coddling of a criminal, and human rights violations, are products of his imagination and are all baseless. He is making these false allegations to slander Col. Del Rosario so that his concept of operations against the terrorists will be hindered or hampered. They simply afraid that the Brigade’s ISO efforts will doubly gain ground and be a success in attaining an insurgency-free Davao Region in the near future. These will definitely hurt their illegal activities for personal gain and benefit.

Upon the assumption of command by Col. Del Rosario, he immediately pronounced the focus of the current Internal Security Operations. These are:

1) Peace and development efforts, thru the Brigade’s Civil-Military Operations, must be enhanced in order to win the hearts and minds, and confidence of the people towards government.

2) All units under the operational control of the Brigade must partner themselves with all sectors and stakeholders to be able to attain a confluence of efforts to address the threats posed by the terrorists/armed groups and, in so doing, also address the roots causes of insurgency.

3) Combat operations must be directly against the armed groups and such operations must strictly be in accordance with existing rules of engagement, policies and regulations, and with utmost regard for the respect of human rights, most especially women and children and non-combatants, and properties. Each soldier, from him and all the officers up to most junior enlisted personnel of the command, must commit himself/herself to the strict adherence to protect the people and respect their rights regardless of one’s political belief, religion, gender, age, culture, social status, and ethnic group. The concept of “Command Responsibility” shall be exercised at all levels of command. There shall be no compromise against those who violate such as all violators, if any, will be charged before a military and/or civilian court.

4) All members of the armed group/NPA, who surrender, are captured or arrested, are wounded, or are killed during operations, must be treated humanely and accorded their rights. Legal assistance will provided of them at all times.

5) Cultural traditions and customs of all peoples, IPs, Lumads, Muslims and all others alike, must be clearly understood by the troops to avoid differences and thereby avert conflicts.

NPA MASSACRE CIVILIANS IN AMBUSH

Eight-year old girl, two civilians killed in NPA ambush in Surigao del Sur
BUTUAN CITY

An eight-year old girl and two other civilians aboard a logging truck were killed after some 50 heavily armed communist-New People’s Army (NPA) rebels ambushed them along Km. 9, Barangay Pakwan, Lanuza, Surigao del Sur Friday morning.

The regional police headquarters and advance command post of the Army’s Fourth Infantry (Diamond) Division here said the victims were on board a logging truck of Surigao Development Corp. (SUDECOR) when waylaid at 6:45 a.m. today.

The ambush also resulted in the wounding critically of another civilian.

Combat troops of the 401st Infantry (Unite n’ Fight) Brigade and the Surigao del Sur provincial police mobile force had launched a hot pursuit operation against the ambushers, who were members of the CPP-NPA Northeastern Mindanao Regional Committee (NEMRC).

Killed on the spot were Junnie Montinegro, 32; Paterno Iting, 30 and an 8-year old girl Christine Salahay.

The wounded was identified as Gaudencio Ablog.

All the victims were reportedly dependents of SUDECOR.

Initial report said the logging truck of SUDECOR was on its way to their logging area when the rebels waylaid them in a curve and hilly portion of the road.

After the ambush, the rebels immediately fled to nearby mountains.

Brig. Gen. Mario F. Chan, commanding general of the 4th ID and Chief Supt. Lino D. Calingasan, regional director of Police Regional Office 13 deployed their respective combat units for a wide pursuit operations against the rebels in Lanuza.

“We condemned this kind of acts because the victims were all civilians,” said Gen. Chan, adding “we will pursue them to answer this inhuman behaviour,” added Gen. Chan.

As of press time, massive pursuit operation is still going on. (PNA)

Deafening silence is loudest!

TRUE to their vow of silence, the Maoist communist’s CPP-NPA-NDF refused to respond to the challenge raised by the ALLIANCE FOR NATIONALISM and DEMOCRACY (ANAD) Partylist to turnover their comrades who were responsible in the ambush-killing of 3 innocent civilians and the wounding of 3 others in the town of Toboso, Negros Occidental, last July 13.

Calls not only by ANAD but the residents of Toboso and the provincial government of Negros Occidental remained unheeded despite NDF-Negros spokesman Frank Fernandez and the head of the NPA’s Guerrilla Front’s admission of their personnel’s responsibility to the incident.

ANAD, through House Resolution No. 1367 filed before with the House of Representatives dated Sept. 1, issued a strong condemnation of that gory incident and called the CPP-NPA-NDF to turnover their men to the government even as it urged the Lower House and the members of the Maoist communist pseudo partylist groups, e.g. Bayan Muna, Gabriela, Anakpawis, and Kabataan to issue the same sentiment of denouncing and condemnation.

“With Fernandez and the alleged leader of the NPA’s guerrilla front’s admission they have shed all what is left of their “masks” and must turnover their men, perpetrators of that incident, to the government for appropriate judicial proceedings before the country’s courts of law,” said Alcover.
However, Alcover said that despite the several calls and challenges made, “the Maoist communists’ character show that they would pursue giving out deafening silence with the hope that the issue would die down and thrown to oblivion,” he added.

He expressed sadness to the fact that despite several urgings by the people, “pseudo partylist members of Bayan Muna and others had forsaken them by playing the same way as what their cohorts in the Maoist communist organization do - - silence,” Alcover said.

“One cannot expect something good to come out when all of these are displayed with malice and ill-will,” Alcover explained.

“Sincerity, transparency, and honesty is what the Maoist communist sordidly lacks as they continuously seek the destruction of our country’s democratic institutions and freedoms,” Alcover pointed out.

Anakpawis Maglungsod’s cunning and distorted views hit

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist described Anakpawis Rep. Joel Maglungsod’s recent statement as nuisance and malicious propaganda in reaction to the recent Memorandum of Agreement (MOA) between the Metropolitan Manila Development Authority (MMDA) and the Armed Forces of the Philippines. News reports quoted Maglungsod as saying that the MOA would convert MMDA into a bunch of “armed and authorized thugs.”

ANAD Rep. Jun Alcover said that it is a normal reaction for Maoist communists, especially pseudo partylist groups like Anakpawis, “to issue such kind of rhetoric because they are only expressing a line of thought of their venerable idol – Mao Tse Tung who said: Oppose what the government does, and support what the government opposes.”

Rep. Alcover explained that this kind of posturing is common among Maoist communist sectoral front and pseudo partylist organizations and is maliciously designed to create confusion, infuse misconception, and ultimately sow hate and chaos among Filipinos against government.

It can be recalled that, last September 3, MMDA and the AFP signed a MOA making MMDA one of the reserve units of the Armed Forces of the Philippines and to appropriately respond to emergencies, calamities, and national security concerns.
“As Filipinos and under the l987 constitution, aren’t we mandated to protect our country from all threats? So why is Maglungsod, like a wild animal, crying in the wilderness over an issue that he, as member of the Lower House, is duty bound to uphold and serve,” said Alcover.

Reiterating ANAD Partylist’s strong support to the peaceful campaign against all forms of threats against the freedoms and democratic ideals of our country, Alcover stressed saying, “It is our duty to rise up and be counted in defense and protection of our country and people. It is incumbent for Maglungsod, Satur Ocampo, Liza Maza, and their ilk to throw away violence by sowing confusion and misunderstanding among our people.”

“The MOA does not make the MMDA an institution as what Maglungsod’s demented understanding expresses. In this trying time, especially with the peace negotiation still hanging, it would be for the best interest of our country if Maglungsod and his cohorts, in the Maoist communist pseudo partylist groups, refrain from making statements that would inflame our emotions, cause misunderstanding and confusion among our people,” Alcover pointed out.

Media want Palparan, Alcover to probe police on results of newsmen's killing

DAVAO CITY – 28 Aug. 2009 - The head of a government information agency in the Davao Region on Thursday said police need to bare results of its investigation into media killings in Davao City .

Efren Elbanbuena, regional director of the Philippine Information Agency (PIA), jested police probe on the killing of local journalists have been summed up in the acronym “DNA.” DNA is the medical process of identifying bodies through gene-matching with close relatives.

Elbanbuena sparked guffaws from local journalists attending a forum on press freedom in Davao City on Thursday when he spelled out DNA as “Di Namin Alam “(We don’t know).

The PIA director was one of resource speakers at the forum organized by the Tri-Media Organization for Peace and Alliance in Mindanao (Tropa) which spearheaded the 22nd anniversary of the August 27, 1987 bombing of radio station DXRA. Four radio broadcasters, including anti-communist crusader Leo Palo, were killed in the attack later claimed by the communist New Peoples Army (NPA). Two radio technicians and three civilians visiting the station also perished in the early evening assault at the station along Magallanes Street at the heart of the city.

Elbanbuena said victims of recent media killings in Davao City , like the DXRA attack, remained unsolved, referring to the 2003 murder of broadcaster Jun Pala and the 2007 fatal ambush of radioman Ferdie “Batman” Lintuan.

Until now, we are in the dark as to whether these killings are job-related or not, he said, adding there is a need to clarify if the victims were killed for other reasons than being their members of the working press, according to Elbanbuena.
What we have now is nothing but speculations, he said.

In the forum, Elbanbuena urged retired Army General and now Representative Jovito Palparan of the partylist Bantay and Representative Jun Alcover of Anad to pass a resolution in Congress asking the Philippine National Police to submit a final report on the Pala and Lintuan killings.

Palparan and Alcover were also resource speakers in the forum held at the University of Southeastern Philippines (USeP).

But Elbanbuena said media could avoid being next on the list of slain media if they stick to the journalists’ code of ethics make accountability and responsibility as the driving force in their commentaries.

The PIA director also urged media to form press clubs which would impose regulations on members. The media is a watchdog, but who would watch over the watchdog? he posited this question to emphasize the need for members of the press to understand that press freedom is not absolute.

THE CPP-NPA-NDF AIMS TO KILL THE BANANA INDUSTRY IN DAVAO REGION

DAVAO CITY, 31 Aug. 2009 – The CPP-NPA-NDF aims to kill the banana and mining industries in Southern Mindanao in order to cripple the region’s economic base and to worsen the hardship of the local people that it hoped would further advance the revolutionary condition of this part of the country.

This warped Marxist perspective explains the recent doubled efforts of the CPP-NPA-NDF Southern Mindanao Regional Committee to sabotage the Stanfilco Banana Plantation in Maragusan town, Compostela Valley Province.

About 7:45 a.m. on Saturday, August 29, some 50 heavily armed men believed to be under the NPA Guerilla Front 27 led by Francisco Saramosing alias Isko burned downed at the vicinity of Purok 11 Sitio Surigaonon, Brgy Camanlangan, New Bataan town, ComVal Province two units of container van coming from Panabo City that were scheduled to haul banana fruits from the Stanfilco Banana Plantation in Maragusan.

The armed men stopped the prime mover trucks towing the container vans and asked their drivers to alight and heads off before setting the carriers in blaze.

One of the units owned by Chua Trucking was empty but the other one owned by Javier Trucking was loaded with knockdown corrugated carton boxes to be used in casing up banana fruits.

Later in the afternoon, the Maragusan United Workers Union (MUWU), a local affiliate of the CPP-NPA-NDF front National Federation of Labor Unions-Kilusang Mayo Uno (NAFLU-KMU), distributed leaflets that urged its members to oppose the Stanfilco plan to absorb and to eventually regularize more than half of its banana growers’ workers, a scheme supported by the Maragusan LGU.

MUWU-NALFLU-KMU claimed that Stanfilco’s and the town mayor’s plan is “pure harassment,” “an unfair labor practice,” “a form of union busting” and “a ploy to revert the workers to contractualization.”

The truth of the matter is that the Stanfilco plan would provide security of tenure and stability of income to the current banana growers’ workers – a situation that would not help any to the bloody revolution waged by the CPP-NPA-NDF.

All workers that would be absorbed and regularized by Stanfilco would cease to be MUWU-NAFLU-KMU members and therefore they would also stopped paying monthly union dues – one of the CPP-NPA-NDF’s local sources of funds aside from the “revolutionary taxes” it is extorting from the banana growers.

Stanfilco even earnestly assumed the banana growers’ obligations to the absorbed workers when it volunteered to pay the separation fees just “to buy peace.”

The Marxist communist party is just fooling the workers when it touted the idea that it is protecting them by opposing the novel Stanfilco plan.

The Armed Forces of the Philippines conservatively estimated that the CPP-NPA-NDF earned about P3-million in revolutionary taxes from Southern Mindanao Region’s agriculture sector in the fourth quarter of 2008.
Combined with the other sectors, except for the telecommunication industry that had no confirmed data, the CPP-NPA-NDF’s so-called “tax implementing scheme” netted almost P20-million in the last quarter of 2008, intelligence estimates of the Army’s 10ID showed.

ANAD Partylist-Mindanao sees the figure as a gross understatement. For instance, it is publicly known that NPA “revolutionary tax implementors” are extorting from ordinary banana growers in ComVal, Davao del Norte, Davao Oriental, Davao del Sur and elsewhere in the region at least P100 a month for every hectare of planted land. Big banana growers are extorted some P100,000 every month or so.

The CPP Central Committee reportedly considered SMR as “the mother of all regions” because of the big money it produced for the party and the advance level of its armed struggle.

In view of the situation, ANAD Partylist urged the Stanfilco banana growers’ workers to emulate the example set by the rank-and-file employees of the Marsman Estate Plantation, Inc. (MEPI) in Sto. Tomas town, Davao del Norte when they rejected the NAFLU-KMU in a peaceful certification election on June 2007, and the workers of DOLE Phillippines in Polomolok, South Cotabato who are hostage by AMADO-KADENA-NAFLU-KMU through the existing Collective Bargaining Agreement but whose hearts and minds are loudly rejecting the communist front union.

The independent Davao Marsman Labor Union (DAMLU) is now struggling to defend the rights and to promote the welfare of the MEPI workers in view of the company’s business hardship but without resorting to violence and undemocratic methods.

Lumad leaders, deplore exploitation of IP by local terrorists

Camp Panacan, Davao City- Lumad leaders belonging to Mindanao Indigenous Peoples’ Conference for Peace and Development (MIPCPD) deplored the exploitation of Indigenous Communities by the local terrorists (NPA) and their legal fronts, 11am Monday.

Speaking infront of the media, Lumad leaders attending the 3rd Founding Anniversary of the Army’s 10th Infantry Division in Panacan, Davao City, emphasized the good relation between the Indigenous People (IP) and the Armed Forces of the Philippines (AFP) in the peace efforts and development projects of the government in IP communities.

Referring to news that landed on some papers, MIPCPD members led by Datu Limpatuan Joel Unad told reporters that Pasakaddag Salupungan Kalimudan (PASAKA) does not represent the whole population and sentiments of the IP. Speaking in combined Bisaya and his native Manobo dialect, Datu Unad said “People must be wary of the propaganda of some sectors falsely representing the IP and riding on issues to serve their own selfish motives. The National Commission on Indigenous Peoples (NCIP) is the right organization that represents the whole sentiments of the IP.”

In a statement, Datu Unad stressed the need to look into violations of the rights of the IP on many angles and there must be impartiality in order to really address the issues. “We must not single out one organization like the AFP as the violator of the IP’s rights. There are blatant violations also of some private individuals, criminal syndicates and the local terrorists (NPA). The AFP is there to protect our people from these violators. We at the MIPCPD and NCIP address these issues by bringing the matter to the right agency.” Unad added.

Maj. Gen. Reynaldo Mapagu, Commander of 10th Infantry Division for his part belied claims of PASAKA saying, “These are clear propaganda of the left. The local terrorists have been violating the rights of our people repeatedly and with impunity. They have been responsible in land grabbing activities and they term it as land reform. Recently, they planted many landmines in Paquibato district in Davao City where many of our IP brothers live. Those landmines limited the movement of the people in that area. Civilians cannot do their daily activities freely without fear of stepping on those landmines.”

“We call on our people to distinguish true advocates of human and IP rights from wolves hiding in the cloak of such advocacy. We call on PASAKA to file charges on the proper courts and denounce also the many atrocities committed by the local terrorists against our people if they really represent our IP communities so that fairness, impartiality and justice will reign.” Mapagu added.

The local terrorist group NPA is the armed wing of the Communist Party of the Philippines that is waging a forty-year rebellion and is being tagged in many human rights violations committed against civilians, particularly IP communities and its own members.

CPP-NPA-NDF ATROCITIES IN NEGROS ISLAND


Kometing Rehiyon Negros (KRN)covers practically most of Negros island; 13 cities & 20 municipalities or the north and most of the central Negros parts of the island. Time & again, atrocities perpetrated by its regulars have lay siege on hapless Negrenses. Unfortunately, these regulars do not distinguish women, children or the elderly. Their reckless campaign of terror (murder, extortion, theft, robbery, kidnapping, arson, etc.) on the communities especially in the countryside has already brought so much pain, sufferings, & hardships to the civilian populace.

Following are the most recent atrocities carried out by KRN regulars against civilians (high school teens, unarmed civilians & elderly women) & soldiers conducting non-combat missions.

11IB, 3ID, PA was engaged in a non-combat mission at Trinidad, Guihulngan, Negros Occidental in the months of May & June. They were conducting civic-military operations in the area in preparation for the medical and dental missions that will be rendered by the local government of Guihulngan & the provincial Governor’s office to the residents of barangay Trinidad and its neighboring barangays.

On 23 May 2009, five (5) unarmed soldiers left their temporary patrol base at Trinidad, Guihulngan on board three rented passenger motorbikes & headed towards the Guihulngan town proper to attend to their personal matters. They were halted by more or less fifteen fully armed NPA regulars led by Magno Flores AKA Anot, Luis, Armand or Dan-dan at Sitio Busay, Hilaitan, Guihulngan. Three of the 5 soldiers (Private First Class Gonzaga, dela Torre and Bajon) were identified by the NPAs & were forced to get off the bike thus making them their captives. They were made to lie down facing the ground. Suddenly & mercilessly said NPAs shot the 3 captured soldiers at close range. To make sure that the soldiers won’t survive, they shot each of them twice on the head. They stripped the victims with their personal possessions and immediately left the site after the incident.

Another NPA atrocity occurred in the peaceful town of Toboso, Negros Occidental one Monday morning on July 13, 2009. Around twenty (20) fully armed NPA regulars under the guidance of its Regional Secretary Francisco Fernandez AKA Frank, Ibarra, Kanor ambushed the barangay Salamanca-owned mini truck which was fully loaded with unarmed civilians on their way to the town proper to carry out their livelihood. This very conveyance also regularly gives school-goers a free ride to their schools while plying its barangay Salamanca-Poblacion early morning routine.

Somewhere along its route, these fully armed NPA regulars ambushed the truck with heavy volleys of fire. The truck driver, Rodolfo Salanid Salipod, died instantly from a fatal head wound together with Edmar Balisa Sultan, a 2nd year high school student. Sexagenarian Ena Diama Pata did receive some gunshot wounds & was still alive pleaded to the NPAs for help but instead of coming to her aid, they made sure that she’s dead by shooting her again at close range.

The other three wounded civilians, sexagenarian Primitivo Viajador Lumapay, Erel Silva Baynosa & another high school student Ivy Berden Recopelacion, 15 years old, barely escaped death when they pretended to be dead after what happened to Aling Ena. They were the ones who witnessed & divulged what the NPAs did to Aling Ena.

These are but some of the atrocities carried out by the NPAs. These showcase the NPAs unjustifiable disregard for the lives of innocent civilians, women & children especially, as well as their gross disregard for Human Rights & the provisions of the International Humanitarian Law. They have become a group of criminal syndicates who prey on peace-loving & law-abiding civilians.

Soldiers seek Satur’s public apology

A regional trial court on Friday, August 14, denied the privilege of the Writ of Amparo filed by three militant lawyers against military and police officers in the region. The Congressman who earlier sensationalized an “order of battle” list failed to prove his claim about the existence of said “OB List”.

Judge Jose Emmanuel M.Castillo of Branch 10 of the Regional Trial Court 11, after a careful evaluation dismissed the petition filed by lawyers Angela Librado-Trinidad, Carlos Isagani Zarate and Lilibeth Ladaga against Major General Reynaldo Mapagu, Commanding General of the Army’s 10th Infantry Division; Colonel Lysander Suerte and Lieutenant Colonel Kurt Decapia, General Mapagu’s Chief of Staff and Public Information Officer, respectively; Colonel Oscar Lactao, Task Force Davao Commanding Officer; and Davao City Police Chief Senior Superintendent Ramon Apolinario. Judge Castillo denied the petition of the respondents because the latter failed to prove, by substantial evidence, that their perceived threat to life, liberty and security is attributable to the unlawful act or omission of the respondents.
The petition stemmed from the alleged “Order of Battle” which Bayan Muna Congressman Satur Ocampo claimed he received from a “conscientious soldier”. The military respondents vehemently denied authorship of the purported “OB List” saying it does not bear the distinctive marks and security classifications that military documents normally contain”.

In ruling against the petition, the court considers the statement of Congressman Ocampo as “empty” and “hearsay” considering that he has no direct or personal knowledge on the authenticity of the subject “OB List”. For unknown reason, Congressman Ocampo did not personally testify to affirm what he stated in his affidavit and he also failed to present the “conscientious soldier” who the court says “could have possibly put petitioner’s position in a better light”. Based on the evidence presented by the petitioner, the court was unconvinced that the violent deaths of militant members Celso Pojas, Ludenio Monzon and Dr. Rogelio Peñera is in any way related to the alleged “OB”.

Colonel Oscar Lactao expressed his elation over the court’s decision which he describes as the “triumph of the truth over propaganda”. He says, “The verdict of the court sends a very clear message. All the malicious allegations hurled against the military by Congressman Ocampo, which have caused undue fear and anxiety to the respondents and unfairly besmirched the integrity of our organization, are unfounded. It is therefore incumbent upon him, being a public official who, in everything he says and does, is accountable to the Filipino people, to correct his erroneous statement and apologize for the wrong done to our soldiers and the Filipino nation.”

ANAD slams Maoist commies’ insincerity:Warns government against deception galore

There is evidence of insincerity and callousness of the Maoist communist-terrorist CPP-NPA-NDF to pursue real and lasting peace in the country.

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist is more than certain that the “old swan song” of the Maoist communist-terrorists will again be heard during the forthcoming peace talks with the government.

ANAD deplores the fact that while government has manifested its commitment to achieve lasting peace by bending too-much to the demands of the Maoist communist CPP-NPA-NDF, “reciprocity is far fetched in the minds and intentions of the communist-terrorists,” said ANAD Partylist Rep. Jun Alcover as he pointed to the statement issued last week by Jorge Madlos, NDF spokesman in Mindanao.

“With Madlos saying that the NPA will continued its attacks on government installations and other soft targets, throughout the country, while the formal negotiations are held abroad, this clearly shows the double-edged tactic being displayed by the terrorists,” said Rep. Alcover.

ANAD reiterated its call on government to take the extra step of caution in the advent of the Maoist communist’s threatening statements against government. “Definitely it is in accordance with the teachings of their venerable ideologue Mao Tse Tung that a good communist is he who masters the art of deception,” said Alcover.

On the other hand, ANAD urged the government to prepare for any eventuality considering the insincerity, deceit, and lies all displayed by the sectoral front and pseudo partylist organizations of the Maoist communist-terrorist.

The call is made due to reports received by ANAD that points to the intentions and projections of the Maoist communist-terrorists in using the peace negotiations to advance their political gains in the run-up towards the 2010 elections.

“My experience in the Maoist communist movement plus the reports we received validates our claim that indeed the NDF is strongly moving to ensure the entry of their communist candidates in the higher echelons of political power,” said Alcover.

However, Alcover said that ANAD will act accordingly and appropriately to stall, if not scuttle, the plans and intentions of the Maoist CPP-NPA-NDF. “With the millions of peace and freedom loving Filipinos behind us, I know we will not fail. We are prepared for this for we already know about it beforehand,” said Alcover.

Government must be cautious in talking peace with the communist-terrorist CPP-NPA-NDF

The ALLIANCE FOR NATIONALISM AND DEMOCRACY Partylist calls on government to be extra cautious in the conduct of the forthcoming peace talks with the Maoist communist-terrorist CPP-NPA-NDF even as it strongly condemns the latter’s continued deception and lies against the Filipino people.

ANAD stands committed to the use of available peaceful and equitable means in resolving any and all conflict. “However, this must be anchored on the sincerity, transparency, and real commitments of both parties,” said Rep. Jun Alcover of ANAD Partylist as he chided the Maoist communist CPP-NPA-NDF for putting up a lame-duck chief negotiator who cannot decide for and in behalf of their organizations in terms of truly implementing cessation of hostilities, open declaration of actual and real members of their panel, consultants, and staff, and others.

ANAD calls on the government to challenge the NDF chief negotiator, Luis Jalandoni to bare out on his authority in leading the communist-terrorist panel. “Government must ask Jalandoni as to what authority does he bring to the negotiating table? Who appointed him as the lead negotiator when communist-terrorist CPP Chairman and Maoist messiah Jose Ma. Sison acknowledged his being a mere NDF Consultant,” said Rep. Alcover as he reiterated his earlier pronouncement that currently government is dealing with a phantom organization whose leaders do not admit or continually hide in the limbo of oblivion.

In the more than 20 years of peace talks, the military and police forces were restrained from conducting offensive operations, throughout the country, during the duration of the talks. Yet, the Maoist communist NPA continuously unleashed their brutal and treacherous ways against military and police installations, private and business facilities, and innocent civilians.

“This is aside from using the ceasefire to consolidate their forces, replenish its supplies, and strengthening its extortion activities. What happened was - - talk-talk-talk abroad, and at the same time, kill-kill-kill by the NPA, inside the country,” Alcover explained. “Factual developments of the previous negotiations showed that government was talking peace with a phantom organization represented by the lame-duck negotiator, Luis Jalandoni,” Alcover said.

On the other hand, government should be forthright in its quest to resolve the 40 years insurgency problem with the Maoist communist-terrorist CPP-NPA-NDF. One should not be complacent when dealing with groups or individuals who have already exhibited mastery in the art of deception and lies. Deception is pronounced when they profess of not being involved in the Maoist communist organization, when arrested; but immediately identified by their leadership as member, consultant, and staff of the communist panel in the peace negotiations.

Such is the case of Alfredo Mapano and Elizabeth Principe. “Indeed what a glaring deception in the highest order,” said Cong. Alcover. “Government must be wary about this repeated intentional display of astuteness by the CPP-NPA-NDF,” he added.

Meanwhile, ANAD calls on the government to be circumspect and transparent on important communist-terrorism/insurgency issues. “What happened to President Macapagal-Arroyo’s all-out-war against the Maoist CPP-NPA-NDF with a 1 billion pesos budget? Has government changed its policy of no-negotiation with any and all terrorist groups or individuals?” Alcover asked.

These are important questions that need to be appropriately responded to clear the doubts and suspicions of Filipinos clouding the resumption of the oftenly suspended peace talks.

Alcover urged government to rectify the previous imperfections in dealing with the wily Maoist communist-terrorist CPP-NPA-NDF.

2 killed, 5 wounded in NPA landmine

Camp Panacan, Davao City – Two soldiers were killed and five were wounded in an NPA landmine that exploded at Sitio Banban, Brgy Lumiad, Paquibato, Davao City at 2pm this afternoon.

The casualties were members of the 5th Scout Ranger Company who are part of the contingent that exhumed the cadaver of an NPA member believed to be liquidated by the ruthless Pulang Bagani Command 1 under Leoncio Pitao @ Parago. The identities of the fatalities are temporarily withheld pending notification of their families. The exhumation was conducted in the presence of his relatives and to ensure that a descent burial will be accorded to the slain NPA member. The troops carrying the cadaver were on their way to Paquibato proper when the incident happened.

MGEN REYNALDO B MAPAGU AFP, the Commander of 10th Infantry Division expressed his condolences to the family of the soldiers and the civilian whom they have exhumed and vowed to help the soldiers’ family to run after the perpetrators. “These people are heartless, they have been doing these barbaric acts with impunity and total disregard to human lives. The use of landmine has long been banned by every civilized nation and all entities whether state or none state actors are bound to respect it as enshrined in the Ottawa Convention. The NPAs clearly do not respect the International Humanitarian Law and the International Convention on Armed Conflict.” Mapagu added.

The Ottawa convention is the “mine ban treaty on the prohibition of the use, stockpiling, production and transfer of anti personnel mines and their destruction. This is to put an end to the suffering and casualties caused by anti-personnel mines, that kill or maim hundreds of people every week, mostly innocent and
defenseless civilians and especially children, obstruct economic development and
reconstruction, inhibit the repatriation of refugees and internally displaced persons, and have other severe consequences for years after emplacement” the Ottawa preamble states.

There were reports that the NPA bandits operating in Paquibato District have prepositioned landmines in more that 10 areas along the main road traversing in Paquibato. These landmines are ready for detonation once there is a target of opportunity of soldiers passing by. Task Force Davao is now verifying the said reports because this will endanger the civilians or non-combatants who are using the said road.

NPAs murder CAFGU member infront of family

While the Filipino nation is mourning for the death of former President Cory Aquino, NPA bandits murdered Tuesday evening a CAFGU member infront of his family inside their home in Magsaysay, Nabunturan, Comval Province.

The victim was identified as Benito Goso, a member of the Civilian Armed Forces Geographical Unit. Report reaching the authorities states that Goso and his family were about to sleep when fully armed NPAs barged into their house shortly before 10pm and forcibly took the unarmed victim and killed him despite the plea of his crying wife and children.

MGEN REYNALDO B MAPAGU AFP, the Commander of 10th Infantry Division expressed his condolences to the family of the murdered CAFGU member and condemned the killing saying “it is the height of cowardice and the work of evil”.

“These people are merciless, such barbaric act has no place in a civilized world. They have been repeatedly violating every conceivable law of the land and they do not respect human rights. The NPAs clearly and totally put the International Humanitarian Law and the International Convention on Armed Conflict in utter disregard. It is unlawful and it is immoral to kill an unarmed individual, much more inside his home and infront of his family. They have not taken into consideration the trauma that the children may suffer. They are plain criminals without any ideology whatsoever.” Mapagu added.

Recently, Malacañang opened the door for another round of peace-talks and gave safe conduct passes to many top ranking communists.

The New People’s Army is the Armed wing of the Communist Party of the Philippines that is waging a 40-year rebellion for a Marxist-Leninist-Maoist state while it is plagued by many human rights abuses and reported violations of the peace-talks.

NPA murders former Barangay Chairman

Panacan, Davao City – Another civilian was inhumanely murdered by 10 NPA rebels under Guerilla Front 54 at crossing Lumundao, Barangay Marilog, Marilog District, Davao City early today at 9am.

The victim who sustained gunshot wounds was identified as Mr. Canoto Lumbayon, a former Barangay Chairman of Salaysay, Marilog District.

Lumbayon was on his way home from Calinan, on-board a motorcycle, together with Celso Agumay, a CAFGU Active Auxiliary (CAA) and Ernesto Sauyan, a member of the Civilian Volunteer Organization (CVO) of Salaysay when NPA rebels simultaneously fired towards them.

CAA Agumay who was unarmed also sustained fatal wounds that caused his instantaneous death. The latter was on his off-duty and on his way home to attend to the needs of his family. Sauyan, on the other hand, was wounded and presently undergoing treatment at Davao Medical Center.

Yesterday, July 22 at 10:30am, the NPA bandits also murdered Juan Bacharo, a Purok Leader of Barangay Banlag in Monkayo Compostella Valley and two unarmed soldiers who were facilitating the delivery of development projects in the said barangay.

At 1:30pm of same day, about seven NPA bandits, under Sentro de Grabidad (SDG), Guerilla Front 20 (GF), burned a 10-wheeler truck at Sitio Mahu, Barangay Aragon, Cateel, Davao Oriental. Said truck, owned by Maverick Construction, was flagged down while delivering supplies to development projects implemented in the area. The said company was reportedly receiving threats and extortion demands but refused to give in.

Major General Reynaldo B Mapagu, Commander of 10th Infantry Division, vehemently condemned the recent atrocities perpetrated by NPA, “It is clear enough that these criminals are anti-people and anti-development. Treacherous attacks are what they can easily do now because they cannot face the reality that they have already lost their mass base support.”

“Just like Evelyn Pitao, the sister of a well-known NPA leader in the region, they easily killed these innocent people who are public servants, law-abiding citizens and who desire to live a peaceful life in a more improved environment. These bandits are the ones who repeatedly abuse the basic rights of the people,” Mapagu added.

Army Chief dons rank of brave soldier



Panacan, Davao City – No less than the Commanding General of the Philippine Army, Lt General Delfin N Bangit, donned the rank of Corporal Lemuel D Laid to Sergeant in a simple ceremony yesterday, 2:00pm, at the headquarters of Tactical Operations Group 11 (TOG11), old Sasa Airport, Davao City.

Sergeant Laid was meritoriously promoted for bravery in combat effective July 16, 2009 under the Headquarters Philippine Army Special Orders Number 136.

As the Assistant Detachment Commander, of Eden Detachment based in Toril, Laid led the strike operation as the main effort together with six CAFGU Active Auxiliary (CAA) last July 13, 2009 at 11:00am in Sitio Lopoy, Barangay Tungkalan, Davao City.

The said operation resulted to a 20 minutes clash with the NPA rebels and the troops recovered the following: one M14 rifle, nine back packs with personal items, two claymore mines with detonating device, assorted magazines and ammunitions, flash light, batteries, transistor radio, assorted medicines, SIM cards and documents of high intelligence value.

One NPA rebel was killed during the said fire fight while no casualties were reported on the troops.

Meanwhile, earlier on the same day, the Commander of 10th Infantry Division, Major General Reynaldo B Mapagu awarded the Wounded Personnel Medal (WPM) to Private First Class Rolan S Salibio at the Digos Provincial Hospital.

Salibio was one of those who fought with the NPA rebels and overrun the encampment of the Guerilla Front 76, Far South Mindanao Region in Sitio Lahak, Barangay Sinapulan, Columbio, Sultan Kudarat last July 18, 2009 that resulted to the recovery of three high powered firearms, claymore mines, radio, 46 combat packs, medicines and documents.

Salibio also received cash assistance to support his needs while recuperating at the hospital.

Promotion to the next higher rank and giving of awards are part of the programs and thrusts of the Philippine Army to boost the morale of the troops. “This will encourage our soldiers to be more dedicated in whatever task given to them,” said Mapagu.

Barangay Tanods of Montevista Comval unites for Peace and Order



The Local Government Unit of Montevista in cooperation with 3rd Special Forces (Arrowhead) Battalion and the Compostella Valley Provincial Police Office (CVPPO) assembled all the village security forces of Montevista and organize them into the “Montevista Municipal Security Force” last July 15, 2009 at the Municipal Gym of Montevista, CVP.

About 192 members of Barangay Police Laban sa Krimen (BPLK) Tanods, from the 20 barangays of the said municipality, brought along 96 assorted firearms and attended the Recognition Program and Seminar aimed to equip the members with basic skills and knowledge needed to maintain and uphold peace and order in their areas as well as to strengthen links among the members.

The members of the “Montevista Municipal Security Force” were formally presented to the Mayor, Hon Teopista T Jauod, the PNP and Military authorities and they were recognized as the augmentation forces that can help in protecting the communities.

Mayor Jauod said, “This program was conceptualized purposely to prevent the recovery efforts of the NPA, to minimize the activities of lawless elements and to attract development in the area.”

“Likewise, this enables the local Police to account the existing members of Brgy Tanods that can protect the villages against lawless elements,” the Mayor added.

During the seminar, representatives from the PNP conducted series of lectures on Organizational Structure and the Role of Bantay Bayan..

PSI Julius A Borja, the Chief of Police of Montevista said, “This activity will show to the public and would be-investors that the threat of the NPA in the municipality of Montevista is already negligible. Likewise, only few lawless groups are left in the area and this can be easily countered by the area security system.”

Also present during the said activity were the Commanders of 3SFBn and 25IB, Lt Colonels Roylan Orquia and Gilbert Saret, respectively. They said that the initiative also shows that the people of Montevista wants peace and are united to defend their town.

“The military forces are still on standby to provide the necessary forces. We are optimistic that the recognition of the Bantay Bayan as the first line of defense will be of great help in the protection of the community against lawless elements,” said Orquia.

The LGU Officials and the locals were very thankful for the successful outcome of the activity. One of the Barangay Captains said, “We appreciate the efforts of the military who endeavors to actively pursue peace building initiatives together with the various stakeholders in the locality.”

NPA ambush security of govt projects, use civilians as shield

Panacan, Davao City – Operating troops of 21st Light Armor Company (LAC), 2nd Light Armor Brigade (LABde), under the operational control of the 28th Infantry Battalion (28IB), was ambushed by 30 NPA rebels under Pulang Bagani Command (PBC) 3 along Barangay Pintatagan, Banay-Banay, Davao Oriental at 4:00pm yesterday.


The said troops were supposed to replace the personnel tasked to secure the construction of government projects when a pressurized landmine hit their vehicle that resulted to the instantaneous killing of one soldier identified as Private First Class Glen Calba and wounding two others namely, Sergeant Ronald Banyaga and Corporal Roger Enad.


Lt Colonel Ferdinand Lazaro Budeng, Commander of 28IB, led the reinforcing troops and they encountered the blocking force for 20 minutes near the ambush site. He said, “Despite being outnumbered, personnel of 21LAC displayed heroism for their spirited counterattack thereby preventing the NPA from assaulting them.”


The reinforcing troops from 28IB were able to save civilians who were on the “killing zone”. However, the withdrawing NPAs flagged down passing vehicles and took undetermined number of civilians as hostages and made them as shields during their escape.


CAFGU in Maputi Patrol Base were able engage the withdrawing NPAs at Barangay Puntalinao but prevented them to further pursue the rebels due to the presence of civilians used as human shields.


Field report revealed that prior to the said attacks, NPA rebels destroyed three electric posts that caused power interruption and inconvenience to the people. “Banay-Banay Local Government Unit has been exerting efforts to uplift the lives of the people. This is simple economic sabotage,” said Budeng.


Colonel Romeo Calizo, Commander of 1001st Infantry Brigade, has ordered for a pursuit operation after the hostages were released. He said, “The rebels cannot face the soldiers squarely. They inhumanely used the civilians as shields for their escape and this is a gross disrespect to Human Rights and a violation of the International Humanitarian Law.”


“Likewise, the Philippines is a signatory to the Ottawa Convention banning the use of landmines and under the United Nations’ Law on Armed Conflict, the uses of landmines are banned under article 809,” Calizo added.


The killed soldier was brought to Davao Medical Center for the autopsy while the wounded are recuperating at the Panacan Station Hospital.

Letter from COL. ARIEL O QUERUBIN

Dear Tito,


May the Peace of Christ be with you!

I have no doubt in my mind that the Lord has all the while been preparing me for public service. I was left for dead in 1989, and He allowed me to spring back to life. I have been imprisoned as a soldier, but I fully regained the honor and right to wear a soldier’s uniform after having been awarded the Medal of Valor in 2001. As my military career was very much back on track, I was again challenged to choose between right and wrong, between honor and injustice, between good and evil.

Even as we all work for a vibrant and prosperous Philippines, my dream is for every Filipino to enjoy the essence of freedom from poverty, fear, and injustice, to feel the tangible benefits of good governance, and to live comfortably in a society that fosters the unity of the family, protects human rights, and upholds the dignity of all.

I have not had an easy life. My life story has been replete with vivid encounters with injustice poverty, corruption, and war. These painful experiences have shaped this dream. I never succumbed to the lure of material wealth. The physical, mental, and emotional hardships have been painful, but I never sold my soul.

I am fully aware that some people would insist that men in uniform should stay away from politics; that we would serve best our nation if we were fighting wars in Mindanao; that we have no business in meddling with the affairs of the state as we have been formed and trained in the rudiments of war, and not in the civil service, much less in politics. I agree but that assumes that the people who have been entrusted with the public trust have been sincere, honest, and have been true to their pledges.

As a young soldier, armed with idealism and the fire of youth, I have offered my life to defend this country from ALL its enemies. I have suffered long and hard for the principles that I hold dearly. Many of my loved ones have suffered with me – maybe not physically, but certainly have shared in the misery and hardships that I have endured. The fire of idealism still burns in me, but I have been wiser not to engage fire with fire.

With a lot of circumspection, I have decided to run for the senate in 2010. I have no political pedigree. I have no political machinery. I have no financial resources. But I do have honor. I do have principles. I do have courage.

I believe I am ready to take on this new role, with your prayers and support this dream is not too far- fetched. It takes the collective effort of every member of this society to make things improve for a country in disarray... a country that has been plundered... a country whose hope is running dry...

All I can do, on my end, is to make the best effort possible to make society better, stand by my principles, and fight for what is right. There is hope for this country and our people, all we have to do is believe.


This I will do, if not for myself and our generation, then at least for our young children and their children. My warmest personal regards and God bless us all.

Digos massacre should be an engine for peace, says Rep. Alcover

“We commemorate the infamous Digos Massacre not to push further the sorrow and hate among us, especially the family of the 40 victims, but to renew our commitment to achieve peace for all of us,” said ANAD Partylist Rep. Jun Alcover during the 20th commemoration of the infamous Digos massacre in Sitio Matti, Barangay Binaton, Digos City. Alcover, together with Bantay Partylist Representative Jovito Palparan Jr. led the commemoration activities there. Davao del Sur District 1 Representative Marc Cagas also graced the gathering participated by some 1,000 residents of both Sitio Rano and Matti, held at a roadside of Sitio Matti.

A commemorative marker of that gory incident, constructed through the efforts of Barangay Council of Binaton and ably supported by the officers and men of the Army’s 39th Infantry Battalion headed by Lt Col. Lyndon Paniza, was unveiled.
Last June 25, 1989, while inside a village chapel attending a Sunday service, about 40 men, women, and children were mercilessly murdered by some 120 armed Maoist communist terrorists New People’s Army (NPA) led by Amado Payot, aka Benzar. Using M-60 machineguns and armalite rifles. “Samtang nag porma sila ug letra C, ilang girapidohan mi ug gipamusil, dayon gipamutol ang ulo sa duha ka mga lalaki (While making a letter C formation, they opened fire on us then cut-off the head of two men),” said Adronico Edianon, the man, shown in many a picture of the Digos massacre, holding a head surrounded by dead children and women. Edianon is now a Barangay councilman of Binaton.

Alcover called on all Filipinos to intently reflect and learn about the real character and intentions of the Maoist communist NPA from the Digos massacre. “The Digos massacre should always remind us that indeed those who profess as protectors of human rights and justice are actually the real purveyors of death and destruction of our democratic ideals and freedoms,” he added.
Alcover and Palparan assured the residents of the area that next year’s commemoration activities shall be held right Sitio Rano, the site where it happened. “With the help of other government agencies, we will try our best to construct a road from the main highway to Sitio Rano, in time for next year’s celebration,” they assured the residents.

Later in the afternoon, some 3,000 people from Barangay Binaton and other neighboring barangays of Digos City, and some municipalities of Davao del Sur gathered at the city’s public market to protest and condemn the continued inhuman atrocities against the Filipino people.
Alcover called on the protesters to be firm and steadfast in their commitment to oppose and peaceably confront the unabated murders perpetrated by the Maoist communist NPA. “We do not believe that the problem could best be solved by bullets and guns alone. But a strong and sustained education and counter-organizing campaign of all freedom loving Filipinos is, by any measure, the best way to put a stop to their barbarism,” Alcover explained.

Satur Ocampo did it again!

Just as the campaign against the insurgent rebels by the military is gaining headway, its legal fronts and known personalities with clear links to the left are maligning the Armed Forces in order to ease the pressure of government troops against their guerilla fronts which are waging the armed struggle in the suburbs. The order of battle as they claim to have purportedly include list of men targeted allegedly by the military is just but a doctored document tailor-fitted to their own advantage and maliciously done to discredit the reputation of the troops who are gradually gaining the trust and confidence of the people of Davao region particularly Compostela Valley province.

The International Solidarity Mission’s (ISM) supposed tour of Compostela province is not aimed on knowing the truth about the plight of the masses nor uncovering what murderous organizations or groups are killing our own people. Fact of the matter is, the ISM is doing international solidarity works in favor of the rebels as it is their sworn commitment to help communist insurgents and rebels around the world.

We are not an ignorant nation. In this age of information technology, one needs only to browse on the web to clearly know the doctrine of communism and the inner workings of communist strategy in subverting nations with existing democratic society and turning it into a socialist one through a bloody revolution in preparation to the final leap to communism. Their doctrine clearly states that in order to win the revolution, an active insurgent organization must use legal fronts to mask their identities and provide shield to their armed component that is waging war against the duly constituted government.

It is also the works of these legal fronts to expose, bloat and capitalize on purported violations of the armed forces of any nation they are trying to subvert. This, in the eyes of the common people is a necessary instrument so that the rights of both insurgents and government troops will be protected. But looking deeper into their mandate, nowhere can you find any provision that states what actions they will do in case a violation was committed not by the military but by the insurgents whom they have sworn to protect.

The people must realize that these front organizations which in this case is the ISM, is not mandated to look after supposed violations of human rights and protect the innocent. Looking at the past and present actions they have taken, we can surmise that their true function is to single out the armed forces of the host country in any case of violation of the rules of war and sensationalize it so that the active insurgents can use such issue against the existing legitimate government.

As if we have not heard enough, but these legal fronts do not only sensationalize and tailor-fit issues against the existing government in favor of the insurgents. The worse is their orchestrated move to hide any violation of human rights and rules of war by the active insurgents. They not only turn a blind eye in such cases but provide active legal shield to communist rebels who have severely violated every law of the land including human rights and the generally accepted principles of humanitarian law. Their true mandate is to condition the minds of the people that the government is evil and its instrument of aggression is the military which it uses to oppress the masses. In this light, these front organizations thus curve the perception of the people in hating the government, the military and all duly constituted authorities.

Nowhere can you find that ISM or any legal front organizations ever condemned the CPP/NPA/NDF in any summary killings they have committed even if the NPAs publicly admitted to such offenses. The NPAs are doing the killings with such impunity and with total disregard to the rights of the people they have summarily executed (some in front of their loved ones or even some killed by their loved ones, take the case of Father Balweg who was killed by his own brother). Such is the sad state of our nation that these killers roam around our barangays in the far flung areas and lording over the common people who cannot do otherwise but to succumb to their oppressive power. A coercive power that is left unchecked by those wolves masquerading as human rights advocates.

We do not condemn the true and legitimate human rights advocates either individually or as an organization. We hail and praise them to the highest degree and pray that they may stumble into the mine of truth for the sake of justice for all those innocent men, women and children whom the CPP/NPA/NDF have violated, tortured and killed without the benefit of a true and fair trial.

In Davao region alone, there is a record of 364 cases of summary executions done by the CPP/NPA/NDF whom they admitted to have carried out in service to the people?! We might be a forgiving nation but our memory is sharp and we cannot forget the barbaric massacre the NPAs have committed in Digos, Davao Del Sur exactly twenty years ago where they killed (some beheaded) a total of 39 innocent men, women including children and old folks in Sitio Rano, Brgy Binaton in June of 1989.


Now lets come back to the order of battle. Who now has a real order of battle which include killing of innocent people in all walks of life?
